The chaotic energy that had dominated the Hokage's office finally receded into a heavy, contemplative stillness.
Ino and Hinata had departed down the wood-paneled hallway, their light steps echoing as they set out to gather the rest of the Rookie Nine, Team Guy, and their respective squad leaders for the evening's impromptu gathering at Training Ground 7.
Inside the executive suite, Naruto remained seated on the velvet sofa. He leaned forward, his elbows resting on his knees as his broad hands lightly massaged his temples. The lingering atmospheric pressure of his Sage Mode had fully dissolved, leaving him in a state of quiet, grounded focus.
Across the glass-topped coffee table, Tsunade Senju sat back in her heavy leather chair, her hazel eyes fixed intently on the young man. Beside her, Shizune stood silently, holding her medical clipboard against her chest, her expression laced with lingering shock from their prior discussion.
"So," Tsunade began, breaking the silence with a voice that carried the weight of a seasoned commander. "You sounded remarkably certain when you claimed that the Jinchūriki of the Eight-Tails and the Four-Tails could draw upon the Eight Inner Gates to their absolute limits without dying."
Naruto dropped his hands from his face and looked straight into her eyes. "I am one hundred percent certain," he said, his voice flat, absolute, and devoid of doubt. "And it isn't just Killer B or Four-Tails. Every true Jinchūriki who achieves full synchronization with their Tailed Beast possesses the potential to unlock and survive the physical feedback of the Gates."
Shizune let out a small, sharp intake of air, while Tsunade's eyes narrowed slightly.
"I'm not entirely sure about Gaara's physical ceiling yet," Naruto conceded, tilting his head slightly as he adjusted his posture. "Because Shukaku's chakra behaves differently and isn't inherently a liquid cellular amplifier like the others. But for the rest of us? The fundamental mechanic is the same. A Tailed Beast's chakra cloak is naturally harsh on human skin, but at its core, it is an absolute medium of rapid cellular regeneration. Once a host fully bridges the gap with their beast, that latent healing factor merges directly into their biological network."
Naruto rested his chin on his knuckles, his gaze turning reflective. "When we open the higher Gates—even the Eighth Gate—the thermal destruction of the heart and muscle tissue is offset by the continuous influx of high-density Biyū energy. Sure, the user will still suffer horrific physical agony and shock aftermath. You'll be completely immobilized and drained to your absolute limit, exactly like the very first time a Jinchūriki forcibly taps into a red chakra cloak. But it won't be a fatal, one-way execution."
Tsunade leaned forward, resting her chin on her laced fingers. "Have you opened the Eighth Gate yourself, brat?"
"No," Naruto answered instantly, his face solemn.
He unlaced his hands and gestured subtly toward the window. "I know beyond a shadow of a doubt that with my current mastery over Sage Mode and Nine-Tails chakra, I have the physiological framework to survive it. But the fundamental barrier isn't physical—it's mental. The Eighth Gate demands a total, uncompromising readiness to die the moment you break that final tenketsu lock."
He paused, letting the weight of his words settle in the room.
"Everything I've calculated is logically sound, but until it's executed, it remains theoretical," Naruto continued, his voice dropping an octave. "And more importantly, if an opponent ever forces me into a corner where perfected Sage Mode and Nine-Tail's complete chakra cloak aren't enough—where I am forced to stack the Eighth Inner Gate on top of both—then the stakes are absolute. Either my enemy dies, or I die. Even if I survive the initial ignition, pushing the Eighth Gate far beyond what a developing teenage body can sustain will demand a severe toll. I would be burning through my actual life force. Shaving away my lifespan down to the marrow."
He locked eyes with Tsunade. "So no—the Eighth Gate isn't something I will ever open on a whim. It is a absolute end-state weapon."
Shizune took a step forward, her brow furrowed in genuine concern. "Naruto... if you understand how dangerous and terrifying that reality is... why didn't you explain any of this to Ino and Hinata when they brought up the Gates earlier?"
"Because," Naruto said softly, standing up from the sofa, "I need them to push far past their current limits. Whether we like it or not, a storm is coming for my generation."
He turned away from the seating area, his sandals clicking against the polished floorboards as he walked slowly toward the floor-to-ceiling glass window overlooking the village. Outside, the afternoon sun hung high in the sky, casting a brilliant, warm amber light across the stone faces carved into the Hokage Monument.
Naruto's gaze locked directly onto the stone visage of the Fourth Hokage—his father, Minato Namikaze.
"The Akatsuki are merely the first raindrops of that storm," Naruto said, his voice echoing with quiet authority. "A new war is coming to this continent. The Fourth Great Shinobi War will ignite, whether any of us want it to or not."
Tsunade's hands gripped the arms of her chair so tightly the heavy leather groaned under her pressure. Shizune gasped, covering her mouth with her hand.
"How can you possibly be so certain of a continent-wide war?" Tsunade demanded, her voice rigid. "After the absolute devastation of the Third Great Shinobi War, every major nation suffered horrific losses. Iwa, Kumo, and Kiri were pushed to the absolute brink. Even now, while Kumo and Iwa have managed to rebuild their military forces, Kiri has only just emerged from the horrific purge of their 'Bloody Mist' era—their infrastructure is entirely depleted! Suna is severely crippled from the invasion attempt, starved for basic mission contracts and resources!"
Tsunade gestured broadly to the village layout outside. "Economically and militarily, the only village currently capable of sustaining and winning a prolonged, large-scale war is Konoha! The Five Great Nations themselves have zero incentive to initiate a global conflict right now!"
Naruto didn't turn away from the window. His reflection in the glass remained still, framing his spiky silhouette against the monument behind him.
"You're looking at the board through the lens of traditional village politics, Auntie," Naruto replied calmly. "You ask why a war would start? The Akatsuki are the catalyst. Think about the structure of that organization for a moment. They have gathered nearly a dozen S-rank rogue shinobi under a single banner. Have you considered how overwhelmingly powerful the individual leading a group like that must be?"
He paused, narrowing his eyes at the horizon. "Individually, none of those S-rank rogues pose a threat I can't personally put down. But why are they systematically collecting the Tailed Beasts? They didn't just target a minor power like the Hidden Waterfall Village to secure the Seven-Tails—if they had restricted themselves to small, isolated targets, I wouldn't have given them a second thought. But they marched directly into the territory of one of the Five Great Nations and extracted the Kazekage."
"Gaara was an S-rank shinobi," Naruto pointed out, turning his head slightly to glance at Tsunade over his shoulder. "That proves the leader of the Akatsuki no longer cares about hiding in the shadows. They are actively declaring war on the Five Great Nations."
"Gaara was not a complete Jinchūriki like you are, Naruto," Tsunade countered, trying to find a flaw in the logic. "He lacked total synchronization with Shukaku. He didn't possess the absolute control over his beast that you have over the Nine-Tails."
"That doesn't alter the political reality," Naruto said sharply. "Gaara commanded the entire desert surrounding Suna, yet they breached his home and took him down. Now look at one of the next obvious target: Killer B, the Eight-Tails Jinchūriki. He is the Raikage's younger brother, a complete Jinchūriki, and the ultimate military hero of Kumo. If the Akatsuki move on him next, what do you think A will do?"
Naruto turned fully around, leaning his lower back against the window frame and crossing his arms.
"The Raikage is a man governed by explosive tempers, short patience, and overwhelming physical force," Naruto stated plainly. "If his brother is taken, he will not sit at a diplomatic desk. He will mobilize the entire military force of Kumo to tear the continent apart. And according to Master Jiraiya's intelligence network, there are no Kumo ninjas within the Akatsuki's active roster. Who do you think A will point his finger at?"
Naruto began counting on his fingers. "Kiri has direct historical ties to the Akatsuki's origin. Two of Konoha's most dangerous rogues—Orochimaru and Itachi Uchiha—were or are high-ranking members. Iwa has repeatedly hired the Akatsuki as an unsanctioned mercenary force to fight their proxy battles, as confirmed by your own internal reports. The moment Killer B falls, the Raikage will accuse the other four nations of conspiracy. The entire global alliance structure will shatter like glass."
Silence descended upon the room.
Tsunade stared at him, her hazel eyes wide as the sheer, terrifying scope of his political deduction washed over her. For years, she and Jiraiya had viewed the Akatsuki primarily as a targeted threat against Naruto himself—a shadowy syndicate seeking to capture the Nine-Tails. But hearing a seventeen-year-old Jonin break down the geopolitical dominoes with such ruthless clarity made her blood run cold.
She realized with a heavy heart that Naruto was completely right. The continent was a powder keg, and the Akatsuki were holding the match.
Tsunade reached out, picked up her teacup, and set it down with a heavy clack. She stood up from her chair, walking around the desk until she stood a few paces from Naruto, her expression hardening.
"Even if those elements exist," Tsunade asked quietly, "are you truly convinced that the Akatsuki will be the ones to officially ignite the spark?"
"I'm saying the spark has already been lit," Naruto replied firmly. "Four of the Five Great Nations have direct, undeniable ties to S-rank criminals operating under that red-cloud banner. The fifth nation is ruled by a Kage who strikes first and thinks second. If that isn't the textbook definition of an impending world war, then nothing is."
Naruto took a step forward, his blue eyes hardening into cold steel. "And the absolute worst part of all of this, Auntie... is that my generation of Konoha shinobi is nowhere near ready to lead the charge in a war like that."
The statement hit the room like a physical hammer blow.
Tsunade froze. She slowly turned back toward her desk, pulled open a hidden lower drawer, and pulled out a heavy earthenware bottle of unrefined sake alongside a single porcelain cup.
Shizune immediately gasped, taking a step forward with her hands raised. "Lady Tsunade! You cannot start drinking sake in the middle of an official briefing!"
"Be quiet, Shizune!" Tsunade barked, though her voice lacked its usual bite. Uncorking the bottle, she poured a generous measure of the clear alcohol into the cup and slammed it down her throat in one long gulp. She exhaled a sharp, burning breath before glaring at the ceiling. "I need this sake right now just to process the sheer headache this brat is giving me."
Setting the cup down, Tsunade looked at Naruto, her eyes narrowing. "Why do you say your generation isn't ready, Naruto? You are part of that exact same generation. What makes you so radically different from your peers?"
"The difference," Naruto said, his tone devoid of vanity, "is that I have taken off my rose-tinted glasses. That's the first difference. The second difference is that I have the absolute physical power to back up my decisions."
Naruto walked over to the desk, casually picking up a second porcelain cup from the tray. He tipped the sake bottle, pouring himself a small measure, and drank it cleanly without flinching.
"If I step onto a battlefield and take command of a division, no one will question my orders, because my combat track record is written in blood," Naruto stated flatly. "Right now, I am the only active shinobi of my generation in Konoha who has single-handedly engaged and executed multiple S-rank threats. Beyond me, the only active figures in this village with that level of confirmed lethality are you and Master Jiraiya."
Naruto held up his hand, ticking off the village's elite roster. "Kakashi and Guy are top-tier combatants, absolutely. We have dedicated Anbu captains and experienced squad commanders. But look at the history of this village, Auntie."
"In your youth," Naruto explained, looking Tsunade dead in the eye, "your generation had the Legendary Three Sannin—you, Jiraiya-sensei, and Orochimaru—alongside Sakumo Hatake, the White Fang. Four individual S-rank powerhouses leading the frontlines simultaneously."
Tsunade's eyes softened with a painful, nostalgic shadow. "Those were brutal days..."
"Then came my father's generation," Naruto continued relentlessly. "You had Minato Namikaze, Kushina Uzumaki, Fugaku Uchiha, Mikoto Uchiha, and dozens of battle-hardened clan heads pushing the envelope together. Then came Kakashi's generation—smaller in number, but anchored by the Copy Ninja and the Green Beast of Konoha."
Naruto set his empty sake cup back down on the desk with a sharp snap. "Now look at my generation. Outside of myself, who in Konoha is currently capable of holding the frontline against an S-rank assault? Suna has Gaara. But who in our village from the Rookie Nine can stand alone as a pillar?"
He let out a heavy sigh, running a hand through his yellow hair. "At first, I had high hopes for Lee. With his mastery over the Eight Gates, I thought he would carry the torch alongside me. For a long time, I even hoped Sasuke would pull his head out of his ass so the two of us could secure Konoha's future together until the next generation matured."
"What about Shikamaru Nara?" Tsunade chimed in, leaning against her desk. "He is universally recognized as the sharpest tactical mind born in this village in fifty years."
Naruto shook his head dismissively. "Being smart doesn't mean a damn thing on a chaotic battlefield when raw power rolls over your line, Auntie. You know it, I know it, and every veteran Jonin who survived the Third War knows it."
Naruto walked back toward the sofa, his expression darkening. "Tactics only function within the realm of realistic physical capabilities. If I march into battle, a brilliant strategy is great for the approach, but if my squad lacks the raw output to execute it, the plan falls apart instantly. Shikamaru is an extraordinary strategist—he belongs in the high-level command center or the administrative division running village logistics. But his critical flaw is psychological: the moment one of his elaborate strategies fails under overwhelming enemy force, his absolute confidence shatters from one hundred percent down to five."
"Neji Hyūga, Shino Aburame, Hinata Hyūga, and Ino are all advancing through the ranks rapidly," Tsunade argued, her voice defensive. "Lee is a physical force of nature. You can't just dismiss their growth."
"I am not dismissing their growth, and I am not saying they aren't strong," Naruto countered sharply. "They are fantastic shinobi. But they are far behind where they should be given their latent talents! They've spent three years operating in a peaceful equilibrium! In three years, individuals with their bloodlines and mentors should have evolved into independent A-rank threats, forming an undeniable S-rank squad when combined!"
Naruto slammed his palm lightly against the armrest of the sofa. "Instead, what we have is a group of high-class A-rank specialists who only function effectively when paired together. We won't always have the luxury of deploying them as full squads in a global war!"
Tsunade looked at him quietly, her expression softening into a complex mix of pride and solemnity. "Naruto... I understand your frustration. But not everyone is a obsessed training freak like you."
"Lee is an absolute training freak!" Naruto snapped back, though his tone carried no malice. "Where did it get him? I'm not saying they didn't work hard—they worked incredibly hard!"
He poured himself another small measure of sake, tossing it back smoothly. "Lee, Neji, and Tenten had Might Guy as their sensei—the greatest Taijutsu master in the world! Guy-sensei has high-level summoning contract with creatures that cast advanced Ninjutsu. He knows high-tier elemental releases himself! If they wanted to expand their elemental repertoires, Kakashi was literally one request away! But did they ever have the vision to ask for that cross-training? No!"
"Asuma is a master of Wind Release, nearly touching S-rank in close-quarters combat," Naruto continued, pacing the floor. "Yet Shikamaru, Chōji, and Ino never pushed him to teach them high-tier elemental manipulation beyond their clan techniques! Kurenai is a Genjutsu specialist—if she struggled with physical combat training for Kiba and Hinata, she could have requested joint exercises with Team Guy! If our squads had integrated their training years ago, their combat readiness would be double what it is today!"
Naruto leaned back against the edge of the sofa, his eyes burning with intense resolve. "I didn't just get lucky during my three years away with Jiraiya-sensei. The first two years were an absolute struggle. But in that final year, I threw every ounce of my soul into the dirt! I forced the toads to push me past my limits! Yes, I have Uzumaki blood and the Nine-Tails, but almost all of them have prestigious clan bloodlines backing them up—except Lee and Tenten! And ironicaly, Lee and Tenten are outperforming half the clan heirs because they train like their lives depend on it!"
Silence settled over the office once more.
Beside Tsunade, Shizune silently reached out, picked up a third small porcelain cup, and poured herself a drink of sake, draining it in one fluid motion without saying a word. The sheer weight of Naruto's argument had given the head medical officer an overwhelming headache of her own.
Tsunade massaged the bridge of her nose with her thumb and forefinger, letting out a deep, heavy exhalation.
"I understand your reasoning, Naruto," Tsunade said softly, her voice losing its edge, replaced by the quiet weariness of a leader who recognized an undeniable truth. "And... to be entirely honest with you, I share your disappointment regarding their growth rate. But that is the nature of the shinobi world. People adapt to the temperature of the era they live in. They lived in peace, while you were preparing for war."
Tsunade walked over to the window, looking out over the village she protected.
"It is no longer my place to forcibly shape your peers," Tsunade said, turning her head back to look at him. "This generation belongs to you now, Naruto. They connect with you in a way they will never connect with me. To them, I am just a legend from a bygone era—a pedestal. The 'Strongest Kunoichi' title was slapped back onto my shoulders after your mother, Kushina, passed away, and after Mikoto Uchiha died."
Tsunade let out a soft, bitter laugh. "Honestly... if Kushina and Mikoto were still alive today, I wouldn't be sitting behind this shattered desk dealing with this mess. If your father were alive, the Fifth Hokage would never have been Tsunade Senju. My era ended decades ago. Jiraiya and I are just old remnants sitting in the back row, acting as guideposts for your rise."
She turned fully around, her hazel eyes locking onto Naruto with absolute seriousness.
"You need to take full control of your generation, Naruto," Tsunade commanded softly. "And from what I've seen today, you are already doing it. You lit a fire under Ino and Hinata, and they are already breaking past their perceived ceilings. Sooner or later, the others will see their progress and be forced to catch up."
She looked out at the stone face of the Fourth Hokage once more. "As for this war you foresee... we can only prepare and hope it remains as far off as possible. Konoha may be strong enough to endure a conflict today, but there is no guarantee our village will still stand as a supreme pillar when the dust settles."
Tsunade stepped closer to Naruto, placing a firm, warm hand on his broad shoulder.
"You've always screamed to the high heavens that you were going to become Hokage, right brat?" Tsunade smiled softly, her eyes brimming with deep, maternal pride. "Well... this is the real burden of a Hokage. A true leader doesn't just grow strong alone—he elevates his entire generation to surpass the legends of the past. Your father carried that torch alongside Kushina, Fugaku, Mikoto, and his comrades. Now, the torch is in your hands alone."
"Make sure that when you pass it on to the next generation," Tsunade whispered, "it burns brighter than it ever has in history."
Naruto stood motionless for a long moment, feeling the weight of her hand on his shoulder. He picked up his empty sake cup, placed it back on the tray, and turned toward the double doors.
He paused at the threshold, his hand resting on the brass handle. He didn't look back fully, but his profile was illuminated by the golden rays of the setting sun pouring through the corridor.
"I knew the torch was in my hands long ago, Auntie," Naruto said, his voice ringing with absolute, unshakeable conviction. "I realized it the day I passed my Jonin evaluation test. That's why I ignited that fire in Ino and Hinata's eyes."
He turned his head slightly, his ocean-blue eyes glowing with a calm, terrifying resolve.
"I give you my word, Tsunade-sama... I will carry that torch. And I will make it burn so brightly that it burns away the darkness of this world—even if I have to drag this entire village forward on my own back."
Naruto pushed the door open, stepping out into the light.
"My generation, and the generation that comes after us," Naruto declared as he walked away, "will live in a safe heaven."
