By decree of His Grace King Viserys I, Lord Otto Hightower is hereby restored to the office of Hand of the King, to serve the realm and Crown with the wisdom and dedication that has characterized his long service.
I set down the scroll, studying the words as if they might reveal hidden meanings. They didn't. The message was clear enough: the schemer was back, and everything I'd carefully built would face scrutiny from someone who'd classified me as a potential enemy years ago.

"I expect careful attention from people who don't wish us well." I rose, moving to the map that dominated my study wall. Duskhollow's territories spread across the Crownlands—prosperous, well-defended, clearly aligned with forces Otto Hightower wanted to neutralize. "Otto doesn't attack openly. He pressures, undermines, creates problems that seem coincidental. We need to identify where those problems might emerge."

The vulnerability assessment consumed three days of intensive analysis.
Harlan compiled reports from every aspect of House Darke's operations, searching for points where Crown pressure might prove effective. The results were surprisingly reassuring.
"Economically, we're largely independent," he reported to Lord Corwyn. "Harbor revenue comes from diverse merchants—no single client represents more than eight percent of traffic. Our iron production supplies internal military needs with surplus for export. Food production exceeds consumption. There's no single point of failure Otto could exploit."
"Trade routes?"
"Our ships use open sea lanes that can't be easily blocked without naval confrontation. The Velaryons control most Narrow Sea shipping—pressuring our trade would require confronting them directly."
Lord Corwyn nodded, making notes. "Military vulnerabilities?"
"Minimal. Four hundred soldiers, elite quality, loyal beyond question. Our defensive positions are strong, our supply chains internal. An army could besiege us, but the cost would be significant." Harlan hesitated. "The political vulnerabilities are harder to assess."
"Meaning?"
"Meaning Otto's weapons are subtler than armies. False accusations, manufactured scandals, pressure on allies who can't defend themselves." Harlan spread his hands. "We can protect our domain. We can't protect our reputation from whisper campaigns."

"You're preparing for war," Ser Gareth observed during our evening review.
"I'm preparing for anything." I examined the deployment maps showing patrol routes and defensive positions. "Otto's return doesn't mean immediate conflict. It means increased pressure, careful probing, identification of weaknesses. The actual strike might come years from now—or never, if we prove too costly to attack."
"And if the strike comes before we're ready?"
"Then we improvise. But I'd rather face the storm with walls than without them."
The coordination with Black allies proved essential.
Correspondence flowed between Duskhollow, Driftmark, and Dragonstone—careful letters that avoided explicit faction discussion while establishing understanding. Corlys's reply came first, characteristically direct despite the diplomatic language.

Otto Hightower's return had been anticipated, but the speed of his reconsolidation of power exceeded expectations. Within weeks of his appointment, Green-aligned lords received preferential treatment from Crown offices. Contracts were redirected, favors granted, the machinery of government slowly tilting toward those who supported Alicent's sons.
"Lord Darke inquired about coordinating responses," his aide reported. "He asks whether we should establish formal communication protocols."
"He's thinking ahead. Good." Corlys set down the reports. "Establish protocols, but keep them informal. Nothing that could be characterized as conspiracy against the Crown. We're loyal lords protecting our interests—nothing more."
"And if Otto moves against our allies?"
"Then we respond proportionally. An attack on one is an attack on all—but we don't say that publicly. We simply act accordingly when the time comes." Corlys moved to his window, watching ships in the harbor. "Lord Darke understands this. He's young, but he thinks like someone much older. Careful. Strategic. Patient."
"High praise, my lord."
"Accurate assessment. He's transformed a dying domain into regional power through methods that shouldn't be possible for someone without resources or connections. Whatever his secret, the results speak for themselves." Corlys turned back to his desk. "Send word: House Velaryon stands with its allies. We weather this storm together."
