What outsiders couldn't see was that Ray Chu was constantly surrounded by a thin psychic barrier. Whenever seawater touched it, the water was repelled and pushed away.

A group of Pokémon were surfing through the waves when someone suddenly pointed toward the deep sea and shouted, "Look! What's that?"

Between sea and sky, spiraling storm clouds stretched like a pillar from ocean to heaven. Lightning flashed within them—and from the heart of those clouds, a massive blue-and-white figure burst forth. Its pure white wings beat once, unleashing a terrifying gale.

That legendary presence, that unmistakable silhouette—there was no doubt.

It was the Guardian of the Sea that had once appeared briefly in the region: Lugia.

"Ahhh! It's the Guardian of the Sea!"

"No mistake! We're so lucky—actually seeing the Guardian of the Seas with our own eyes!"

The people playing along the shore trembled with excitement as they hurriedly used recording devices to capture the moment. As the Guardian of the Sea, Lugia had always existed only in legend. Most had seen its image only in films or rare archival footage. None of them had ever imagined witnessing it in reality.

"Quick! Let's get closer!"

The surfers in the water were the first to act. They immediately began moving toward Lugia's location, trying to approach the legendary Pokémon.

On the shore, even more Trainers released Flying- and Water-type Pokémon, ordering them to head towards Lugia.

Yet Lugia paid no attention to the surging crowd along the coastline. Instead, its gaze fixed warily on a figure hovering in the distant sky.

Soon, the approaching Trainers noticed it as well.

A small figure floated in the air, wrapped in metallic armor. The exposed skin was pure white, and in its hand it held a massive spoon. It was clearly confronting Lugia.

"Is that… a Pokémon?"

Suddenly Lugia let out a piercing cry. The roar echoed like the thunder of the deep sea. Its wings beat violently, whipping up monstrous winds and towering waves that blasted every approaching Trainer away.

Only the mysterious Pokémon remained unmoved.

Before it, an invisible barrier appeared, blocking the storm. Both spoons swung sharply—and an invisible sphere of compressed air shot toward Lugia.

The air projectile slammed into Lugia's smooth belly. The intense psychic energy forced a grimace of pain onto Lugia's face. In response, a cyan sphere of energy condensed before its mouth, tearing through the atmosphere as it shot toward the mysterious Pokémon like lightning.

BOOM!

A massive fireball exploded in the sky. Shockwaves spread in every direction, and anyone attempting to approach could feel the terrifying power of the clash.

Yet when the cyan energy blast struck directly—a spherical barrier enveloped the mysterious Pokémon.

Lugia's overwhelmingly powerful attack failed to harm it in the slightest.

The next instant, the two clashed again.

Blazing energy waves and violent psychic power engulfed the sea. Explosions thundered across the sky above the ocean without pause.

Only then did everyone realize why Lugia had blasted the nearby Trainers away earlier—it had been protecting them from the aftermath of the battle.

Truly worthy of its title as the Guardian of the Seas!

Still, some people shifted their attention toward the mysterious Pokémon fighting Lugia.

"What kind of Pokémon is that? It can actually fight Lugia!"

Lugia obviously possessed power to match its reputation. Otherwise it would have long since been captured by some Trainer or seized by an evil organization for research. It was a being that stood above ordinary Pokémon.

And yet this mysterious Pokémon possessed strength that did not fall short of Lugia's at all.

The two immensely powerful Pokémon battled in the air at blinding speed, whipping up roaring waves and hurricanes across the sea.

Not far away, waves slammed endlessly against the rocks below. Inside a tall lighthouse, three senior members of Team Rocket were also watching the battle unfold.

"So this is the organization's creation—Mewtwo. What a terrifying monster."

A man dressed in ninja attire leaned against the wall as he stared at the distant figures locked in combat. Even with his eyesight, he could only make out fragments of the battle.

Another man, dressed in military uniform with stiff blond hair and a hardened expression, lowered his binoculars and said, "With combat power like that, the organization could go even further—replace the Kanto League's rule entirely and realize our dream. But as a Psychic-type Trainer, what do you think, Sabrina?"

An imposing Alakazam appeared floating in the air.

Seated calmly on its shoulder was a woman with long purple hair. Her flawless face was serene, eyes closed as if she were using some special ability to observe the battle.

"The psychic power within this Mewtwo is the strongest I've ever sensed," she said quietly. "I see astonishing potential in it."

Among Team Rocket's executives, she was the most skilled at using Psychic-type Pokémon—and a psychic herself. Her opinion carried tremendous weight. She was, in fact, the primary observer for this field test.

Time ticked by.

In the distant sky, the battle grew ever more intense. The two Pokémon unleashed increasingly powerful attacks, and eventually the disturbance drew the attention of local authorities.

At that moment, the ninja—Koga—suddenly stirred. A Golbat appeared on his arm, its open mouth projecting an image: a group of Trainers in League uniforms rushing toward the shore.

"The League's people are coming. Should we intervene?"

"It's not time to expose ourselves yet. Send the signal… withdraw."

As the words fell, the three figures slowly faded into the darkness.

At the same time, far away in the sky, one of the ears beneath Mewtwo's armor twitched slightly.

After firing a Aura Sphere to force Lugia back, it retreated a step—and vanished into the air.

Seeing its opponent withdraw without continuing the fight, Lugia released a long cry high in the sky. With a powerful beat of its wings, it stirred fierce winds and flew toward the distant ocean depths, showing no interest in the League Trainers rushing to the scene.

It had been drawn out by Mewtwo's psychic fluctuations, curious to see what this newly emerged powerful being looked like. Though it wasn't one of the legendary Pokémon Lugia recognized, its strength was undeniable.

Unfortunately, for some unknown reason, the creature's mental world was extremely chaotic. The psychic signals it sent back were filled only with battle and destruction—and before long it had launched an attack itself.

Lugia had no choice but to fight.

Now the opponent had vanished just as inexplicably as it had appeared. Lugia had no idea what had just happened.

At the moment, all it wanted was to return to its nest and get some sleep.

But as Lugia flew along—

it suddenly froze.

Far below, on the deep blue sea, a surfing Pikachu was racing directly beneath it.

The Pikachu stared up at Lugia with bright, determined eyes and cried out, "Pika!"—a clear challenge.

Lugia had no intention of dealing with it. Spreading its wings, it prepared to fly away.

But it hadn't even moved a meter when it turned its head in surprise—

The Pikachu had somehow flown into the air.

Its tiny forepaws grabbed Lugia's tail, and a powerful pulling force yanked from behind.

Ray Chu hovered in the air with psychic power. His arms strained as strength flowed from his shoulders down through his waist. His torso twisted, muscles bulging—and then he heaved upward with explosive force.

[SEISMIC TOSS]

What followed was an utterly unbelievable sight.

Despite the enormous difference in size, Ray Chu used sheer strength to swing Lugia around. The colossal Pokémon spun several times through the air before Ray Chu released it—and Lugia shot away like a meteor streaking across the sky.

Fortunately, this happened far from the coastline. Otherwise countless Trainers would have questioned reality itself—how could a Pikachu, an Electric-type Pokémon, possess such terrifying physical strength? What would Fighting-type Pokémon say to that?

Lugia flapped its wings rapidly in midair, finally managing to halt its uncontrollable flight. Even then, it still felt a little dizzy.

Despite being provoked again and again, Lugia did not immediately retaliate. Instead it hovered in the sky, wide blue eyes studying the strange Pikachu before it with curiosity.

It recognized the species. Electric mice like this were common in forests.

But one with such overwhelming strength?

Such power?

This was the first it had ever seen.

And more importantly from this Pikachu, Lugia could sense a very familiar kind of power.

Psychic power.

Which made perfect sense.

After all, although Lugia was known as the Guardian of the Seas, it was actually a Psychic- and Flying-type Pokémon.
