Multiple screens display recorded footage.

Gunfire, explosions—even the use of other SCPs.A body falling… then rising again.

The clip loops.

No one speaks.

"...Confirmed?"

A voice finally breaks the silence.

"Confirmed. Absolute resurrection across all tested conditions."

A different screen activates.

D-Class personnel disintegrated, burned, and destroyed

Then restored.

"Method?"

"Unknown. No observable mechanism. No delay."

A pause.

"Cost?"

"None detected."

Silence returns.

Another clip begins.

SCP-668.

A blade descending—

Crack.

Reality fractures.

Several members shift slightly.

"Explain."

"The anomaly interfered with SCP-668's effect."

"Interfered?"

A short pause.

"...Overrode it."

That word lingers.

"SCP-668 enforces outcome certainty."

"Correct."

"And it failed."

"Yes."

A longer silence follows.

"...So we now have an entity capable of negating conceptual inevitability."

No one answers.

They don't need to.

Another screen appears.

Rob, sitting casually. Talking. Smiling.

"...Does it understand what it's doing?"

"Unclear."

"Does it need to?"

Silence.

"...No."

A file updates automatically.

Containment Status: Non-applicable

A voice speaks again.

"We cannot measure it through conventional means."

"Then we change the method."

All attention shifts.

"We test interaction."

A new file opens.

Phase 3 Testing Proposal: Offensive Capability

"Targets?"

A brief pause.

"Controlled anomalies."

Another pause.

"...Which ones?"

A moment of hesitation—rare.

Then:

"Start low."

Silence.

Then, more firmly:

"...And escalate."

A screen flickers.

A list begins forming.

Names appear. Classifications follow.

Euclid.Keter.

Then—

A pause.

"...Do not involve SCP-343."

"Agreed."

"Or any entity capable of independent negotiation."

"Agreed."

Another voice, quieter:

"...If it turns hostile during testing?"

No hesitation this time.

"Then we adapt."

A pause.

"...Or we fail."

Silence settles again.

On the main screen, Rob laughs at something off-camera.

"...Proceed."

Silence holds for a moment longer.

Then—

"Next item."

The main screen shifts.

A different recording begins.

Rob sits across from Dr. Bright, relaxed, speaking casually.

"...In my world, you're all part of a fictional setting. Stories, articles… people read about you."

No one in the chamber reacts.

The footage continues.

"...The Foundation, SCPs, containment procedures… it's all documented. Not here, obviously—but where I come from, it's common knowledge in certain circles."

The video pauses.

Silence.

"...Source reliability?"

"Unverified."

"Consistency?"

"Partial. Cross-reference ongoing."

A new screen appears—text comparisons, fragments of SCP entries, mismatched details.

"Inaccuracies detected."

"Expected."

A pause.

"...If the information is valid, then our reality is being observed externally."

"Or replicated."

"Or interpreted."

Another pause.

"...Does it matter?"

Silence.

"...Only if the information can be used."

A slight shift in focus.

"Can it predict containment failures?"

"Potentially."

"Can it identify unknown anomalies?"

"Unconfirmed."

"...Can it expose us?"

A longer silence this time.

"...Yes."

The word settles heavier than the others.

No further discussion follows immediately.

"...Then access must be controlled."

"Agreed."

"Limit dissemination."

"Agreed."

Another pause.

"...Do not inform the entity of its full relevance."

A brief flicker on the screen—Rob laughing again.

"...He already knows."

Silence.

"...Then we adapt."

A final pause.

"Continue monitoring."

Silence lingers for a fraction longer.

Then—

"New directive."

The screens shift again.

A file opens.

No one comments on the title.

They read.

"...Containment remains non-viable."

"Confirmed."

"Direct restriction will fail."

"Confirmed."

A pause.

"...Then we abandon conventional containment."

No objection.

"Define alternative."

Another screen updates.

Strategy: Controlled Autonomy

"Limited freedom within Foundation-controlled environments."

"Continuous observation."

"Restricted access to high-risk anomalies."

"Handler assigned."

A brief pause.

"Dr. Bright."

No disagreement.

"...Rationale?"

"Established interaction. Subject displays tolerance."

"Additionally—"

A slight shift in tone.

"—Dr. Bright is expendable."

Silence.

No one corrects it.

A new section appears.

Information Risk Assessment

"Subject possesses external knowledge of Foundation operations."

"Partial inaccuracies detected."

"Extent unknown."

"...Worst-case scenario?"

"He possesses accurate knowledge of critical systems, personnel, and anomalies."

"And dissemination?"

"Unrestricted."

Silence settles heavier this time.

"...Mitigation."

"Limit exposure to sensitive information."

"Control internal movement."

"Restrict access to classified data."

A pause.

"...Memory alteration?"

"Non-viable."

"Agreed."

Another short silence.

"...Then information control becomes priority."

"Agreed."

The file updates again.

Operational Use — Conditional

A few members shift their attention.

"...Clarify."

"If cooperation is maintained, the subject may be utilized."

"For?"

"Containment assistance."

"Anomaly stabilization."

"High-risk testing."

A pause.

"...Risk?"

"Unquantifiable."

"Benefit?"

"...Potentially absolute."

Silence.

No further elaboration is needed.

Another section appears.

Testing Limitations

"Effective immediately."

"No further interaction with high-tier conceptual anomalies."

"No exposure to reality-destabilizing SCPs without unanimous approval."

"No escalation beyond current parameters."

A pause.

"...Justification?"

"Recent test results indicate uncontrolled interaction effects."

"Example: SCP-668 interference."

Silence.

"...Noted."

A final section appears.

Failure Scenario

No one speaks immediately.

"...Define hostile outcome."

"Loss of cooperation."

"Intentional disruption."

"Active opposition to Foundation objectives."

"...Response?"

Silence.

Longer this time.

"...None."

No one challenges it.

"...Then protocol?"

"De-escalation."

"Avoidance."

"Containment redefinition."

Another pause.

"...Survival priority."

"Agreed."

The file stabilizes.

No further updates.

On the main screen, Rob appears again—laughing, relaxed and unaware.

Or simply uncaring.

"...Implement."

No vote is called.

No approval is needed.

The screens dim slightly.

The meeting ends
