Once V learned she could still turn back, her eyes lit up, and she said without hesitation, "Of course I want to. If I had to be a robot for the rest of my life, unable to taste anything or enjoy good food, I might as well be dead.
"Wait…"
V suddenly remembered the conveniences of a mechanical body. After hesitating for a moment, she looked at him hopefully and asked, "Could I keep part of the mechanical body and not change all the way back? A mechanical body isn't all bad… Of course, if that's hard to do, then just turn me completely back to how I was before."
Harry had always been generous with his Lenders. After briefly studying V's current body structure, he immediately had a plan.
"Don't worry, it isn't difficult. Lie down. It'll be done in no time!"
Twenty minutes later, Harry helped V's mutated mechanical body return to flesh and blood, but he did not restore her spine, most of her bones, or some of her sensory organs.
Because those body parts had absorbed cyberware, they already possessed certain extraordinary abilities.
For example, her vision was now dozens of times sharper than normal human eyes, and the bones in her hands contained Mantis Blades that could serve as weapons and extend whenever she needed them.
What surprised Harry the most was her spine. It could actually multiply her personal time flow several times over.
And this spine still had a certain potential for growth!
According to V, it was a type of neural cyberware called Kerenzikov, which could increase the wearer's neural reflexes tenfold.
After her spine absorbed the Kerenzikov, it clearly gained a similar ability.
He had to admit, V really was one lucky girl.
Afterward, once he signed a Lending contract with V, she went off to the side excitedly to use lightning magic, while Harry walked over to Ciri and said, "I'm going back to my original world."
Ciri froze for a moment and said, a little disappointed, "All right."
Seeing her mood sink, Harry smiled and added, "Once I'm done handling some things, I'll come find you and help you solve the Wild Hunt problem. Before that, though, you'll need to hold on by yourself for a while."
The sudden turn of events made Ciri excited at once.
"Of course. I've been hunted for years, so waiting for you a little longer is nothing. Thank you, Harry. Without your help, I might have needed a very long time to deal with the Wild Hunt!"
Although Ciri had become a Lender and her strength had risen dramatically, the leader of the Wild Hunt was also a powerful figure capable of wielding the Elder Blood.
If the Wild Hunt ambushed and surrounded her, even the current Ciri might still lose control of the situation.
However, after her power had been greatly strengthened, Ciri was gradually becoming more and more at ease when facing the Wild Hunt. Presumably, even without Harry's help, she would be able to defeat the Wild Hunt army on her own in a few years!
Of course, having Harry's help would be even better!
After saying goodbye to Ciri, Harry carved a magic circle in place under Ciri and V's astonished gazes, opened a pitch-black wormhole, waved farewell, and walked into it.
Back in the floating city, the Runic matrix beneath his feet immediately lost its magic and shattered. Harry snapped his fingers to clean up the training room, then opened a portal and arrived on the top floor of Stark Tower.
Compared with Steve, Harry clearly had a better relationship with Tony, so he planned to ask Tony about the situation first.
After stepping out of the portal, Harry saw Tony, Black Widow, Rogers, and several others sitting on the couches at the top of Stark Tower, locked in an intense discussion.
Tony held his head in his hands, his face twisted in pain, his eyes filled with regret.
"A few days ago, I was stopped by a Black mother. She reached into her purse, and I thought she was going to attack me, so I stopped her.
"But what I didn't expect was that what she pulled out wasn't a weapon, it was a photo of a young man.
"She told me that boy's name was Charlie Spencer. He had just turned eighteen, and he was killed as collateral damage during the Battle of New York.
"She didn't do anything irrational. She just stared at me and told me that to superheroes, the death of one life didn't count for much.
"It wasn't until then that I realized that if superheroes lose control, they can cause just as much destruction.
"That's why the Avengers must be restrained, to prevent more innocent casualties!"
"That's right. With great power comes great responsibility!" Peter raised his hand from the side and added.
"You think signing an agreement will make the world safer?" Steve's voice was like a steel cable frozen solid in winter. "When Hydra infiltrated S.H.I.E.L.D., did those documents stop them?"
He pressed his hand down on the conference table covered in copies of the Sokovia Accords, and the papers wrinkled beneath his knuckles.
"When aliens invade, when we discover criminal activity, every single time, we act first and explain afterward, and now you want to hand those decisions over to a group of politicians who don't even understand alien technology?"
Tony shot to his feet and pulled up a holographic projection, which showed footage from the Avengers' most recent operation.
He pointed at the explosions and the building wreckage in the footage and demanded, "Look at this. Look at what you did in Lagos. A bomb exploded at close range beside a building and killed dozens of innocent Wakandan civilians. If we had accepted oversight, if the operation had been organized properly, none of this would have happened!"
Steve's gaze did not waver in the slightest. His expression was solemn as he said, "In 1943, I volunteered for the serum, but not so I could become some organization's puppet.
"When Bucky was brainwashed by Hydra and forced to kill, could the Accords save him? When the people you need to protect are treated as threats, will those documents give you the right to resist?
"If we have to report everything before acting and then follow politicians' orders, our search-and-rescue efficiency will drop dramatically. By then, even more people will die!"
"You're too naive! If we keep acting like outlaws, then the next time something goes wrong, the whole planet will see us as enemies!" Tony's voice trembled slightly. "I can't keep watching innocent people die because of our arrogance…"
"This isn't arrogance!" Steve slammed his fist onto the table. The impact knocked a pen loose, and it dragged a crooked ink line across the documents. "This is trust! Trusting our judgment, trusting our instincts on the scene! When the Battle of New York broke out, did you sign an authorization form before flying into the Chitauri mothership?"
Tony was about to say something else, but when Harry saw the atmosphere growing more and more tense, he spoke up in time.
"Ahem. I'm back. So, what exactly happened while I was gone?"
Peter reacted first. He leaped off the couch and rushed to Harry's side, saying excitedly, "Harry, you're finally back! Did you bring me any souvenirs from another world this time?"
Harry took two Mantis Blades out of his Pocket dimension and tossed them to Peter.
"Here, Mantis Blades. A type of cyberware, though after being modified, they should be usable directly. They're yours."
"Ahhh, Harry, you're the best! That's why you're my best bro!" Peter fixed the Mantis Blades onto his arms, looking extremely excited. "From now on, they're Spider Blades!"
Now that Harry was back, Tony and Steve were also very excited. This meant the matter between them could finally reach a conclusion instead of escalating into armed conflict.
Steve was the first to walk over to Harry and ask, "Harry, who do you think is right, me or Tony?"
Tony said mercilessly, "Your thinking is too stupid. Superheroes are uncontrollable. We need some kind of method to bring them under control, or more civilians will die in our battles against supervillains. If that happens, civilians may even fear us the same way they fear supervillains!"
Seeing that the two of them looked ready to argue again, Harry quickly stopped them.
"I still don't understand the current situation very well. Why don't you explain it to me carefully? Maybe I can give you some suggestions."
Everyone told him what had happened during this period. Roughly speaking, civilians had been accidentally injured during an Avengers operation, causing a massive international shock.
The United Nations believed that the Avengers needed oversight. Tony agreed with that decision for various reasons, while Steve completely disagreed. He believed that if everything had to be reported in advance, then the Avengers would be no different from an army.
After Harry sorted out the sequence of events, his eyes lit up. "This is very simple. I have a way to help you solve this problem!"
"What way?" Seeing Harry's expression, Tony suddenly had a bad feeling.
Steve had no such feeling at all. At this moment, he looked at Harry expectantly, hoping he could offer a suitable solution.
Harry smiled and gave his suggestion.
"Tony wants superheroes to be overseen so they won't cause mass casualties, while Steve wants the Avengers to have a certain degree of freedom. You're both too extreme. Why don't we take the middle ground?
"Those mediocre officials don't know the details of superhero operations, and they don't know what kind of enemies superheroes are actually facing. That's why they slow superheroes down.
"So we superheroes can establish an official department ourselves to monitor superheroes, regulate superheroes, and punish superheroes when they make mistakes.
"That way, superheroes will have order, and they won't be held back by mediocre officials. Isn't that the best of both worlds?"
Tony and Steve looked at each other. Both of them felt a little tempted. Harry's suggestion really was very suitable.
However, now there was a new problem, who would manage this new superhero organization, and whether it would be officially recognized by the governments of various nations.
And most importantly, what would determine who had the right to speak within the organization?
After this incident, a deep rift had already formed between Tony and Steve. It would never be possible for them to return to the way they had been before.
They might still act together and punish evil, but they also understood that their beliefs were destined to differ, and there would be many disagreements in the future.
At a time like this, whichever side gained more authority in the organization would be able to carry out its ideas in more situations!
Harry thought for a moment, then without relying on Tony's equipment, he used magic to project an image in the air.
He pointed at the projection and explained, "This is my plan. The organization will be called the Multiverse Hero League. At present, it's only in its early stages, but the plan is to eventually expand into the multiverse.
"The highest position will be leader. Beneath that will be five councilors, and beneath them will be twenty executive officers. The councilors and leader will make decisions, while the executive officers will carry out missions and supervise superheroes…"
Tony thought for a moment and said, "It's a very good idea, but I feel like there are still a few places that can be improved. Banner, come here and take a look with me."
With the help of the two geniuses, the structure of the organization gradually became more complete.
Later, the super organization known as the Multiverse Hero Association was accepted by many superheroes.
At that moment, JARVIS's voice sounded around them.
"Sir, General Ross is requesting a communication link," JARVIS said calmly. "It is related to the Sokovia Accords."
Everyone present looked at one another. Steve suddenly said in a deep voice, "Although we have already confirmed a solution that everyone can agree on, the government obviously won't accept it. How do we solve that?"
The others also grew somewhat heavy-hearted, not knowing what to do.
At that moment, Harry stepped forward again and said confidently, "It's fine. If they don't agree, I'll talk to them. They'll agree."
Steve realized what Harry intended to do and immediately wanted to speak up and advise him against it, but before he could open his mouth, Harry interrupted him.
"Captain, you have to understand. I am the current Sorcerer Supreme, the leader of a massive organization that has silently guarded Earth for thousands of years, one that predates every nation in the world!
"Compared with governments, we are undoubtedly the righteous side. I will honor my teacher's last wish and do everything I can to protect this beautiful planet. But unlike you, the place I stand for is Earth, all of humanity, not any particular country or any particular individual!
"Even if every country in the world is destroyed, as long as humanity has not gone extinct and Earth has not been destroyed, then Kamar-Taj cannot be said to have failed in its duty!"
The moment those words came out, the entire room fell silent.
Perhaps Harry had been too friendly before, causing the superheroes present to almost forget that Harry was the most unstable factor among them.
At the same time, what Harry said was correct. To Earth, Kamar-Taj was indeed more important than any country in the world.
So, they might as well let him talk to those idiot officials.
Steve let out a heavy sigh and said no more.
...
Pushing open the heavy oak doors, a vast spread of dazzling light rushed toward them.
Nearly all four walls of the room were occupied by floor-to-ceiling windows. The glass curtain walls stretched from the floor to the dome overhead, letting in the daylight outside without the slightest reservation.
General Ross had already been waiting there. When he saw the many superheroes arrive, he chuckled lightly and said, "Please, everyone, have a seat."
At that moment, he suddenly looked at Harry and froze, then said in surprise, "Well… I didn't expect the Sorcerer Supreme to grace us with his presence. What a surprise."
Harry sat in a chair with a relaxed expression, picked up an apple from the table, and took a bite.
"I came to take a look. I'm pretty interested in the Sokovia Accords too."
Ross nodded seriously, showing none of the casual attitude he used with the other superheroes.
Now that he was Secretary of State, he understood even more clearly what kind of power was hidden inside this young man before him.
There was no question that if Harry went all out, he could destroy any country on Earth by himself, and even Earth itself would be no exception!
