APPENDIX — THE DRAGON KNIGHTS "The Spear of the Geoise. The First and Last Warning.".
WHAT THEY ARE
━ The Dragon Knights are not soldiers. They are not agents. They are not assassins, though they can be all three when required. The closest comparison in any known military tradition is the Adeptus Custodes of the Warhammer tradition — beings bred, raised, and remade at a biological and spiritual level to be something beyond a conventional fighter. Where a Marine Admiral is the ceiling of whatthe world's military apparatus can produce, a Dragon Knight represents what exists above that ceiling when the Geoise decide they need something done and do not want the world to know it was done. There are currently 200 Dragon Knights in active standing. The number can increase — the Geoise have never officially capped the count — but elevation to Dragon Knight status is so demanding that the number has never exceeded 300 at any point in recorded Geoise history, and most who begin the selection process do not finish it. They serve the Ten Secret Elders directly. They serve IMU absolutely. They area ware of the Secret Ten's existence, their domains, their Avatar Forms, and their worlds. This knowledge alone makes every Dragon Knight one of the most classified entities in the world. The Seven Public Elders can request DragonKnight deployment but cannot command it. The Celestial Dragons do not knowDragon Knights exist. CP0 knows the name. That is all they know. Dragon Knights are part of Maximum Shadow Protocol by default. When theProtocol activates, they move — no order required, no confirmation sought.They already know what needs to happen.
II. ELEVATION REQUIREMENTS
To be considered for Dragon Knight elevation, a candidate must have alreadyachieved all of the following — not as goals, but as demonstrated, verified,living fact. The requirements are not a curriculum. They are a minimum floor.
COMBAT REQUIREMENTS
[ 1 ] WEAPONRY MASTERY Complete mastery of at least one primary weapon class and func
tional proficiency with all major weapon categories. The Dragon Knight combat doctrine uses the Celestial Dragon Style as its formal base — an ancient combat system developed within Mariejois over centuries, incorporating techniques from every martial tradition absorbed by the World Government. Candidates must have gone beyond this base and developed personal extensions of it.
[ 2 ] DUAL HAKI MASTERY Mastery of a minimum of two Haki types. "Mastery" in this context means the practitioner has reached a stage of development that would be considered ceiling-level in the outside world. Observation, Armament, and Conqueror's are all accepted. A candidate who has only partial development in two forms will not be considered. Both must be complete.
[ 3 ] NEN MASTERY Full development and mastery of their Nen type, including advanced applications. Nen in the Dragon Knight corps is treated as a parallel system to Haki — not a replacement, not a supplement. Both must run simultaneously without interference. Candidates who have not achieved Nen-Haki integration at even a basic level are considered incomplete regardless of their other qualifications.
[ 4 ] PHYSICAL FORCE THRESHOLD — 100 METRIC TONS The minimum verified lifting and applied-force output is 100 metric tons. This applies to raw physical actions: strikes, throws, lifts, grips. This is measured without Haki enhancement. A candidate who reaches 100 tons only through Haki is not at 100 tons. The body itself must be the weapon at this threshold. NON-COMBAT REQUIREMENTS
[ 5 ] TWO NON-COMBAT PROFESSIONS AT EXPERT LEVEL Every Dragon Knight must be something other than a fighter. At minimum two non-combat professions — science, engineering, medicine, history, linguistics, architecture, agriculture, navigation, law, diplomacy, espionage craft, music, or any other field — must be held at a level that would make the candidate recognized as an expert in that field independently of their combat status. This requirement exists because the Geoise do not need more weapons. They need agents who can operate in any environment without announcing themselves. A Dragon Knight who can only fight is a limited tool. A Dragon Knight who can fight, negotiate a trade treaty, and perform field surgery is a complete one.
II. INSTITUTIONAL KNOWLEDGE
THE STELLAR BLOODLINE AND THE CHILD OF VOSS
All Dragon Knights are briefed on the Stellar bloodline upon elevation. They know the 800-year cycle. They know the current activation produced a child of Voss bloodline — Monkey D. Luffy — who carries the partial Void Walker inheritance. They know this child is not to be killed without direct authorization from the Secret Ten. They do not know why. They have not asked.
THE GARP SITUATION
Dragon Knights are briefed on Monkey D. Garp as a Category One Person of Interest — one of a handful of individuals outside the Geoise structure who has demonstrated capabilities that cannot be dismissed or managed through standard suppression. At the Incident of God Valley, Garp left permanent scarring on seven of the Secret Ten. This has never been spoken of publicly. It has never been spoken of within the World Government. Inside the Dragon Knight corps, it is taught as a tactical fact: Garp's physical ceiling and Haki mastery reached a threshold at God Valley that caused an unintended biological event in his own body — the spontaneous creation of a new inherited bloodline, internally designated the Cosmic Haki Bloodline. The Cosmic Haki Bloodline is not simple genetic inheritance. It is a Haki mutation so severe it also altered Garp's Nen structure and, critically, retroactively bypassed his already-born children — Dragon and Rosana — in its inheritance pattern. Dragon and Rosana were alive when it occurred and so did not receive the full bloodline. It has passed to the next generation. This is why Luffy will eventually be able to access his mother's bloodline (the Stellar/Void Walker inheritance) without a physiological cost — the Cosmic Haki Bloodline acts as a stabilizer that neither Garp nor anyone else knows exists. Garp does not know he created a bloodline. No one outside the Geoise and the Dragon Knight briefing knows this. The Secret Ten know. IMU knows. They have said nothing to Garp. They intend to use it. The Dragon Knights' current operational directive regarding Garp's lineage: identify which of Garp's descendants carries the Cosmic Haki Bloodline in full and position that individual for eventual integration into the Celestial Dragon structure. The Geoise believe a Garp-bloodline Celestial Dragon would be an asset of extraordinary value. They have wanted this since God Valley. They are still working toward it.
THE BELIEF REGARDING ROSANA
The Dragon Knights currently believe Garp's grandson — the Stellar bloodline child — is the son of Rosana, Dragon's sister. Rosana is the mother of Gon Freecss. Gon's father is a man employed by the World Government as a paid adventurer and operative — a pirate in practice, a government asset in function. The Dragon Knights are aware of this arrangement. They do not currently know that Luffy is Dragon's son from a separate line. The intelligence gap is intentional on some level — not fabricated, simply uncorrected. The question of which of Garp's grandchildren carries the full Cosmic Haki Bloodline has not been definitively answered in their files. NOTE ON LITTLE GARDEN: The Dragon Knights' operational file contains a notation that if Luffy's bounty reaches 500 million belly, the full truth of his father's identity and the Voss bloodline connection is to be disclosed to him through a contact in Little Garden. The method and agent for this disclosure have not been finalized.
DAWN ISLAND — TERRITORIAL STRUCTURE
Garp's God Valley achievement resulted in one additional recognition beyond the bloodline event: the Geoise granted him territorial authority over the wild right half of Dawn Island — the half that has never been formally settled or governed. He holds this territory. He does not fully understand why it was given. The Dragon Knights know. It is a form of oversight: whatever Garp's bloodline produces on that island, they will know about it. Groata, as Founder of Dawn Island's Territory and one of the 72 Kings, manages this arrangement directly.
V. THE 21 MOST NOTABLE DRAGON KNIGHTS
What follows are the 21 Dragon Knights considered the strongest and mostsignificant currently operating. They are listed by role and designation.All 21 hold the standard Dragon Knight qualifications and exceed them.
#01 GROATA "The King Beneath the Kings"

When Garp was granted the right half of the island after God Valley, Groata was already there. He has been watching the island — and everything that grows on it — for ten centuries. He does not lead the Dragon Knights through rank or appointment. He leads them because there is no one alive in the corps who has been doing this longer, and no one who has IMU's direct trust more completely. When IMU wants something communicated to the Dragon Knights as a body, it passes through Groata. When the Secret Ten need the Dragon Knights to act without a paper trail, they contact Groata first. He is aware of Luffy. He has been aware of the Stellar bloodline on Dawn Island since before Luffy's parents were born. He has not acted against the child because IMU has not authorized it — and because Groata, unlike most Dragon Knights, understands enough of Apachea Relotin's long game to know that Luffy is not a problem to be solved. He is a variable being cultivated.
COMBAT PROFILE At full output, Groata's Conqueror's Haki field has cracked terrain within a 500-meter radius passively — not through a burst, just through ambient presence when he drops suppression. His primary weapon is a double-headed glaive called Groundtooth, forged from materials sourced from Guerrilla by Khosrow Rilla personally. It is one of three weapons in the Dragon Knight armory classified as relic-tier. Applied force (baseline, no Haki): confirmed at 340 metric tons.

LORE Hegermodes is the Dragon Knight everyone in the upper World Government has heard about but only ever experienced as a presence that was already leaving when they noticed it arrived. He founded Than-otroya — a city built along a mountain ridge renowned as the fastest communication relay point in the New World — and has used it as his operational base for three centuries. His role as Messenger is not a lower-status assignment. The Geoise structure depends on information moving correctly between its visible and invisible layers. Hegermodes is the mechanism that ensures it does. He carries communications between the Public Seven and the Drake Knights because he is the only Dragon Knight fast enough to do so with zero interception risk. He is not used as a messenger to the God Knights — the God Knights have their own internal chain that does not involve the Dragon Knight structure. He is classified as the second most unpredictable combatant in the Dragon Knight corps, behind only Groata (who is unpredictable for different reasons). Hegermodes is fast enough that most Observation Haki users simply stop tracking him and wait for him to reappear somewhere.
COMBAT PROFILE Hegermodes does not fight with a stance. He fights as a weather event. His Nen Transmutation converts him partially into wind-state during movement, making him physically difficult to strike during a charge. His primary weapon is a short paired blade set — the Windscript — which he uses in a style derived from the ancient courier-duelists of Than-otroya's founding era. Applied force (baseline): confirmed at 180 metric tons. His combat ceiling is not his strength. It is that he has never been hit first in a recorded engagement.

She maintains the files on the Stellar bloodline, the Garp situation, the 72 Kings network, and every Dragon Knight's deployment history. She is the one who first identified the discrepancy between Rosana and Dragon as the likely parent of the Stellar bloodline activation — and filed it as unresolved pending further intelligence.
COMBAT PROFILE Applied force (baseline): confirmed at 150 metric tons. Tessavane is not the corps' heaviest hitter. She is its most precise — her Observation Haki reads opponents at a depth that makes her effectively impossible to deceive in combat. She knows your next move before you do because she has seen your body prepare for it.

He is the only Dragon Knight whose elevation required IMU's personal sign-off rather than the Secret Ten's collective approval. She gave it. He is not popular with the Celestial Dragon tier. He is also not reachable by them. He finds this appropriate. His value to the corps is his interior knowledge of Mariejois's power structure — the politics, the informal hierarchies, the pressure points that would take an outsider decades to identify. He already knows them.
COMBAT PROFILE Applied force (baseline): confirmed at 255 metric tons. His combat style is the only surviving complete practice of the original unmodified Celestial Dragon Style — the version before Velkarath's extensions were added. It is faster, less structured, and in some configurations more unpredictable than the current standard.

LORE Morghael is deployed when something must end and the Geoise have already decided there is no outcome in which it does not. He does not do intelligence work. He does not do infiltration. He does not negotiate or gather information or leave situations open. He is a final instruction. He is the most studied theologian in the Dragon Knight corps. He has been asked why. He has said that if one is going to do what he does, one should understand what, if anything, it means. He has not offered a conclusion. He has been deployed eleven times in two centuries. Eleven times, whatever he was sent to end has ended.
COMBAT PROFILE Applied force (baseline): confirmed at 300 metric tons. At full Conqueror's release, everything in a one-kilometer radius without a Haki shield is already unconscious. He does not typically need the 300 metric tons on top of that. But he has it.
V. NOTES ON THE GOD KNIGHTS
The God Knights are a parallel tier to the Drake Knights — equal in generalcombat ceiling, different in structure and purpose. They will be covered infull alongside the Drake Knights in the following appendix section. What is noted here for Dragon Knight operational purposes: — Hegermodes does NOT carry communications to or from the God Knights. They have a separate messenger chain. — Dragon Knights and God Knights do not share briefings, deployment coordinates, or operational files. — The relationship between the two tiers is professional and distant. There is no known hostility. There is also no known camaraderie. — God Knight existence is known to Dragon Knights. Dragon Knight existence is known to God Knights.
