He isn't a Metal Dragon and didn't have a safe environment to grow in during his weaker days. How could he care about so much then? If he could improve his survival rate even slightly, he wouldn't worry about any potential hidden dangers.
Once Udi rapidly grew with the help of Void Power and became the Black Dragon Lord, he stood openly in the spotlight and attracted the attention of many forces. Naturally, he had to continue expanding his followers to instill fear, dread, and hesitation in others.
A solitary dragon is entirely different from a dragon lord with strong followers. The former could be hunted by greedy professionals at any time, while the latter makes even a Duchy or Kingdom weigh the benefits versus the losses of hunting an Evil Dragon.
