Emil's words hadn't even finished echoing when General Ross slammed his fist down on the console.
"Damn it!" Ross snarled as the live feed showed nothing but dust, shattered concrete, and empty streets where the Hulk had vanished. "Every time. Every damn time!"
The screens flickered as drones attempted to reacquire the target, thermal scans sweeping rooftops and alleyways.
"No visual," an operator reported. "Gamma signature spiked and then disappeared. He jumped too far—he's gone."
Ross's hands clenched. He straightened slowly, forcing his anger back under control, but his eyes burned with cold determination.
"This won't do," Ross said grimly. "Standard tranquilizers are useless. Heavy firepower just causes collateral damage. And containment?" He scoffed. "We don't have a cage strong enough."
He turned sharply toward the communications officer.
"Contact Arasaka and Stark."
The officer stiffened.
"Sir… you mean—?"
"Yes," Ross snapped. "Start the paperwork. Mobilize the specialists. Tell them we need something new—something designed specifically to put the Hulk down."
"Sir, both companies have stopped manufacturing weapons," an officer reported carefully.
"I don't care!" Ross roared. "The Hulk is a national disaster–level threat. They can't ignore this. Tell them to build something—anything—that can help us take him down. Send them all the data we have on the Hulk: his strength, his regeneration, his power. Everything."
"Yes, sir," the officer replied without hesitation.
He turned immediately and began contacting Arasaka and Stark Industries.

"What?" Ethan looked at Sharon.
"You heard it right. General Ross wants weapons to take him down," she said, placing the tablet on the table.
The screen showed footage of the Hulk ripping a tank apart, then biting the head of a missile and spitting it back. The explosion flipped the tank over like a toy.
"What is this?" Ethan asked, genuinely curious.
"It's the Hulk. You learned about him when Coulson offered to recruit you," Sharon said.
"Oh, right. I knew it. No wonder he felt familiar," Ethan nodded.
"But wasn't he supposed to be some kind of superhero?" Ethan said. "This doesn't look like superhero work."
"It's the military," Sharon replied. "They want to capture him and experiment on him. Turn him into a weapon."
She paused, watching the screen.
"Plus, Hulk's mentality is closer to a beast's. After all those containment attempts, he must have felt like a caged animal and tried to escape."
"And the military pushed him into this," Sharon added.
"And now they want a weapon to take him down?" Ethan said. "I doubt S.H.I.E.L.D. would agree to that."
"They don't want it either, capturing Hulk means Military get the data on Hulk and they might be able to create more Hulk" Sharon said. "If more beings like the Hulk exist, it would be a disaster."
Ethan leaned back, rubbing his temple.
"So, I can't help Ross," he said slowly, "but this puts our company in a difficult position."
Sharon nodded. "If we ignore a national disaster–level threat, others will point fingers at us. They'll say we refused to act even when the country was at risk."
"This is a headache," Ethan sighed.
He looked back at the footage of the Hulk leaping through fire and rubble.
"And if we do help," Ethan continued, "the military will gain a very powerful weapon."
"Argh… this is really a huge headache," Ethan sighed.
"Either way, we can't say no," Sharon nodded.
"…Okay," Ethan said after a moment. "I'll make something—but only containment gear. Nothing lethal. And it'll be designed to fail if the Hulk is pushed too far. That way, no one can point fingers at us."
Sharon's eyes lit up slightly.
"That's a good idea. I'll reply positively to the military."
Ethan nodded.
As Sharon left the room, Ethan leaned back on the couch, staring at the ceiling.
I remember this from the movies, he thought. Tony built sonic weapons to slow the Hulk down.
"…Should I build something similar?" Ethan muttered.
He sat up, eyes sharpening.
"Sonic frequency weapons work because Hulk reacts badly to resonance," Ethan said to himself. "But raw sound isn't enough. He adapts too fast."
His fingers tapped against the armrest.
"What if it's not just sound," Ethan said, thinking aloud, "but layered interference—sonic, electromagnetic, and kinetic dampening all at once?"
He shook his head.
"No… what am I thinking? I don't want to imprison the Hulk. I want to help him escape."
"A half-baked barrier will do," Ethan muttered as he tapped on the screen, instructing the replicators to begin construction.
The workshop hummed to life.
Mechanical arms unfolded from the ceiling as energy printers began assembling the device piece by piece—ringed emitters, modular anchors, and a compact control core.
Ethan watched the blueprint rotate in midair.
"Hm," he muttered. "Remove the vibranium and transformium. Replace them with reinforced titanium alloy. That should do it."
He nodded to himself.
"It'll be powerful—but not too powerful."
With a few gestures, he finalized the changes and left the system to build on its own. The replicators continued their steady hum, light flickering as components formed layer by layer.
Ethan leaned back and glanced around.
Sharon was gone.
"…Let's see what else he's got," Ethan murmured.
He swiped the air, pulling up the full combat footage. Multiple angles appeared—drones, satellites, ground cams—all synced together.
The Hulk tore through tanks like toys. One vehicle was lifted overhead and slammed into another. A missile struck his shoulder—he bit the warhead midair and spat it back, the explosion tearing the tank apart.
"This is my favorite scene," Ethan smiled as he looked at the 3D display of the Hulk's fight and escape.
Ethan watched it a few more times, then closed the projection.
"Yeah," he said calmly. "This will only hold him for a few seconds… then he can run away."
He nodded, eyes shifting back to the barrier as it continued to be built.
The containment he is building is like the one Tony used in Avengers Age of Ultron when Wanda made Hulk go berserk.
It will be deployed like in the movie and will also be destroyed same way.
