Kurt looked at the consenting representatives, realizing that these were all Senators bribed by the Trade Federation.

Chancellor Valorum slumped dejectedly in his chair, looking at Queen Amidala and the other Senators before him. He couldn't believe it.

"I recommend Senator Palpatine as the new Chancellor!" Kurt was the first to state his chosen candidate, looking towards Palpatine.

As the two entered a secret small room, Kurt ambushed Qui-Gon with a stun baton, took Qui-Gon's clothes and lightsaber, put them on himself, disguised himself as Qui-Gon, and used The Force to change his appearance to be identical to Qui-Gon, even his voice was completely the same.
