The three strikes of Chairman Lester's wooden gavel echoed through the stone rafters of the Assembly Hall, ending five grueling hours of recess.

The air inside the spire remained heavy with the aftermath of backroom caucuses, hasty legal drafts, and frantic diplomatic exchanges. When the delegates returned to their tiered mahogany benches, none sat relaxed. The bold proposal introduced earlier. The Sovereign Conduct Charter had stripped the hardline anti-Coleus faction of their easiest weapon. Loki had not offered assurances of good behavior; he had offered enforceable, binding law.

Chairman Lester adjusted his spectacles, his hand resting on a thick, freshly ink-stained document produced by the Secretariat.

Lester turned his gaze toward Loki, who remained standing at the center of the floor in his crimson-and-black coat, flanked by Testarossa, Veyron, and Shizue.

"By a majority vote of the voting delegates," Lester announced, "the Council grants the Kingdom of Coleus conditional reinstatement into the Western Nations Council and its recognized international trade framework."

A sharp, collective intake of breath swept through the hall. Some delegates nodded in quiet relief; others looked down at their desks with dark, simmering dissatisfaction.

"However," Lester continued, raising his hand to forestall any immediate outburst, "reinstatement is strictly subject to three binding conditions. First: Coleus shall receive a permanent seat on this Council, but shall be subject to a fixed three-year monitored transition period. Second: during this transition, Coleus's published external tariffs, customs protocols, and border transit levies shall be subject to an annual review by a joint committee of Council auditors. Third: Coleus shall assume formal responsibility for supporting Jistav's stabilization and shall submit annual reports on civilian recovery and regional security directly to the Secretariat. This mandate does not replace Jistav's provisional government."

Lester struck his gavel once more. "These conditions form the basis of Coleus's reinstatement. Lord Loki Arashi, does Coleus accept them?"

Behind Loki, Testarossa's eyes narrowed into slit-like crimson embers. Her gloved fingers tightened against her leather portfolio, a low, barely audible whisper slipping past her lips, cool as arctic ice.

"A three-year audit..." Testarossa murmured, her tone laced with quiet, dangerous disdain. "To allow mortal clerks to rifle through Coleus's financial ledgers under the guise of 'monitoring'... It is an insult to our administrative competence. We dismantled their fictitious piracy charges before the recess, yet they demand the right to inspect our household?"

Veyron did not lose his composure. He stepped forward a fraction of an inch, leaning toward Testarossa without breaking his formal posture.

"An indignity, perhaps, Lady Testarossa," Veyron whispered smoothly, "but a manageable one, provided the ink is drafted correctly."

Before Lester could demand an answer, Veyron addressed the dais, his voice ringing with absolute legal precision. "Coleus acknowledges the Council's mandate regarding Jistav and accepts the principle of trade transparency. However, to preserve the sovereign protections already recognized under the Council charter, Coleus requires two clarifications on the monitoring clause."

Chairman Lester frowned slightly. "State them, Lord Veyron."

"First," Veyron stated, his silver-bound portfolio opened before him, "the joint auditing committee must be composed of accredited auditors nominated by member states with no active commercial dispute with Coleus and no financial ties to any party currently under Secretariat investigation. Second: the committee's scope shall be strictly confined to verifying Coleus's published external tariffs, customs protocols, and border transit levies at recognized points of entry. It shall have no authority over domestic taxation, internal fiscal policy, security infrastructure, or military accounts."

Veyron raised his eyes, fixing Lester with a polite, razor-sharp gaze. "If the Council seeks transparency rather than foreign oversight, these safeguards will present no obstacle."

A subtle rustle of agitation passed through the northern benches. The commercial representatives had clearly hoped to use the audit clause to insert sympathetic inspectors into Coleus's customs houses. Veyron's surgical amendment had severed that possibility before the ink on the decision was even dry.

Chairman Lester conferred briefly with the chief legal scribes at the base of the dais. After a tense moment, Lester nodded. "The clarifications are consistent with standard sovereign protections. They shall be incorporated into the ratifying record."

Testarossa's expression remained cool, but her posture eased slightly. "Satisfactory," she conceded under her breath. "At least Veyron has ensured they cannot use their own bureaucratic parasite to bleed us."

Loki did not answer immediately. He looked up at the high stained-glass dome, feeling the quiet, immense weight of the moment.

Part of him. The warrior who had traded blows with Guy Crimson in the Barren Lands and carved his way through monster-infested ruins recoiled at the idea of submitting to human conditions.

'Earlier in my reign, I would have viewed any demand for monitoring as a challenge to my strength,' Loki thought, his mind trailing back to the hours he had spent buried beneath stacks of trade treaties and administrative ledgers in his study. Loki stepped forward, his voice clear and resonant, carrying to every tier of the chamber.

"Coleus accepts the terms," Loki declared. "We accept the mandate for Jistav, we accept the trade review, and we take our place within this Council."

Beside him, Shizue let out a long, quiet breath. She looked at Loki's steady profile, a faint, proud smile touching her lips. For generations, much of the West had answered powerful monsters with holy campaigns, subjugation forces, and extermination orders. To see a Demon Lord's nation brought into the international fold not through bloodshed or forced vassalage, but through negotiated law and mutual accountability, was a sight she had once believed impossible.

Magical communication relays, channeled through the central communication tower in the capital of Coleus, broadcast the Council's decision within minutes of the gavel's strike.

In the grand central plaza of Coleus, the news broke like a dam opening.

Thousands of citizens. Human merchants, dwarven craftsmen, and high-ranking civil servants had gathered beneath the giant glass displays installed around the fountain square. When the official announcement confirming Coleus's conditional reinstatement and permanent Council seat flashed across the screens, the plaza erupted into boisterous cheers.

"We're recognized!" a dwarven blacksmith shouted, slamming his heavy mug against a stone bench. "No more being treated like outsiders at every Western checkpoint! Our steel enters under recognized terms now!"

"Long live Lord Loki!" a human shopkeeper cheered, joining hands with his neighbors. "A permanent seat! Coleus finally has a place of its own in the West!"

Yet away from the cheering crowds in the main square, in the quieter taverns of the administrative quarter, the reaction was far more restrained.

Inside a dimly lit establishment frequented by veteran officers and senior civil clerks, a former Coleusian captain stared down at his glass of ale, his brow furrowed in deep concern.

"A three-year audit," the captain muttered to his companion, a senior quartermaster. "You hear that? Inspectors walking our docks, checking our customs records, asking where every declared shipment came from."

"Lord Loki and Lady Testarossa won't let 'em spy on our military," the quartermaster replied, though his tone lacked conviction. "Veyron locked the language down."

"It doesn't matter how tight the language is," the captain argued quietly. "Give an outsider a key to your front gate to 'inspect the latch,' and eventually he figures out how to lift the bar. We fought to make Coleus strong so we didn't have to answer to Ingrassia or Lubelius. Now we're letting their accountants write reports on us."

Back in the Assembly Hall of Ingrassia, as the session moved toward its final formalities, the hostile political factions were already moving.

In a secluded alcove behind the upper benches, the pale commercial councillor aligned with the Northern Commercial League stood surrounded by four senior delegates from border principalities. The humiliation of the morning's exposed smuggling operation still burned on his face, but his expression had hardened into cold, calculating resolve.

"He won the room with that Charter," one border delegate whispered furiously. "He made himself look like a statesman."

"A temporary maneuver," the commercial councillor hissed softly, his eyes darting toward the central floor. "Loki Arashi is a monster who thinks like a warrior. He believes taking a seat means he has won the game. He doesn't understand how this Council actually works."

The councillor leaned in closer, his voice dropping to a conspiratorial murmur. "We couldn't stop his reinstatement, but now he is bound by Council procedure. Every annual trade report Coleus submits will be dissected by our subcommittees. Every minor border dispute in Jistav will be dragged before Council committees as a potential Charter violation. We will drown his administration in regulatory delays, tariff disputes, and procedural inquiries until his own ministers choke on their paperwork."

He smiled, a dark, venomous smirk. "He thinks brute force makes him untouchable. We will teach him that paper can bind a Demon Lord tighter than steel chains."

At the front of the chamber, Chairman Lester gestured toward the western curve of the first tier, where a newly unsealed mahogany desk stood beneath the banners of the sovereign member states. A brass plaque, freshly polished, gleamed on its front face: KINGDOM OF COLEUS.

"Lord Loki Arashi," Chairman Lester announced formally, "the Council requests that you take your official seat."

Loki walked slowly up the short stone steps.

He pulled back the heavy carved chair and sat down. Testarossa took her position immediately behind his right shoulder, her hands folded neatly over her portfolio, her crimson eyes scanning the chamber like an apex predator evaluating a new hunting ground. Veyron stood to his left, already writing brief notes on parchment, while Shizue stood slightly behind them, her calm presence offering a quiet anchor amid the sea of staring delegates.

Loki rested his hands on the smooth, polished wood of the desk.

From this seat, the perspective of the room changed completely. He was no longer standing in the center floor as an accused monster waiting to be judged. He was sitting among the rulers, diplomats, and power brokers of the Western world. He saw the genuine, relieved smiles of neutral delegates who hoped for peace; he saw the proud, steady nods of his allies; and he saw the cold, sharp eyes of enemies who had already begun drafting their next procedural trap.

Loki let out a slow, quiet breath, his eyes gleaming with deep, unyielding comprehension.

He had conquered Coleus by chance, defended it by strength, and brought it here through strategy. But as he looked out over the crowded hall, he understood that formal recognition had not ended the fight. Brute force could shatter mountains and scatter armies, but it could not answer a legal motion, clear an administrative audit, or protect a nation from the quiet, relentless machinery of law.

His reign as a true sovereign had just begun.
