Fraternity Headquarters, New York - Conference Room

Xu Wenwu sat across from Smith Doyle at the polished conference table, his posture relaxed but attentive. The senior Fraternity leadership occupied the remaining seats—Fox, Wesley, Cross, Mr. X, Alexei Shostakov, Selene, Michael Corvin. A council of supernatural beings and master assassins.

"Mr. Smith," Xu Wenwu began, his tone carrying the formality of someone negotiating important terms, "regarding my membership in the Fraternity—do you require a ceremony? A contract? Some formal process to mark the transition?"

The question confirmed what Smith had already suspected. Xu Wenwu wasn't having second thoughts. The thousand-year-old warlord had committed to this course and intended to follow through completely.

Smith glanced around the table, reading the expressions of his leadership. Fox showed cautious approval. Wesley's neutral assessment. Alexei's frank curiosity about how a man who commanded his own global criminal network would integrate into their structure.

"Since you're volunteering to join," Smith said carefully, "I naturally won't refuse. Given your capabilities and... unique situation, I think we should acknowledge your membership appropriately."

He gestured toward Fox. "My CFO will select a suitable date for an initiation ceremony here at headquarters. We'll inform the organization formally that Xu Wenwu has joined the Fraternity as a full member."

Xu Wenwu's slight smile showed satisfaction. At least Smith wasn't treating this casually—the ceremony demonstrated respect for his power and experience.

"I have a request," Xu Wenwu continued. "I want my wife to reside here at headquarters. The same arrangement John Wick has for Helen."

Smith had anticipated this. The Fraternity headquarters offered security that even the Ten Rings' fortifications couldn't match. Werewolf and vampire guards. Supernatural defenses. An organization that counted gods and immortals among its tournament participants.

If Smith were in Xu Wenwu's position—having just resurrected a loved one after years of searching—he'd want her somewhere absolutely safe too.

"Of course," Smith agreed. "As the family member of a senior member, your wife is welcome to stay here."

Not every Fraternity member's relatives qualified for headquarters residence. But Xu Wenwu's power level and strategic value put him in a different category entirely. Special accommodations were appropriate.

Relief flickered across Xu Wenwu's ancient features. "Thank you, Leader."

The title—Leader—came naturally, without hesitation. Xu Wenwu had shifted mental frameworks completely. He'd ruled the Ten Rings as absolute authority for a millennium. Now he was accepting Smith's authority over him.

The transition spoke to either genuine commitment or masterful political maneuvering. Possibly both.

Xu Wenwu's expression grew more thoughtful. "I should mention—I command the Ten Rings organization. It's been established for many years, operates across multiple continents."

He paused, reading Smith's reaction. "Will this organization be merged into the Fraternity? Absorbed into your structure?"

Smith considered the question with the same care he'd give a diplomatic negotiation with a foreign power. The Ten Rings employed thousands. Had infrastructure spanning Asia, Europe, and parts of Africa. Commanded significant resources and intelligence networks.

But the quality of their operatives?

"The Fraternity maintains very strict recruitment standards," Smith said diplomatically. "We don't accept large numbers of people simply because they're available. Each member undergoes extensive vetting."

He met Xu Wenwu's gaze directly. "Beyond that, the Ten Rings is your creation. Something you've built over a thousand years. Dissolving it or forcing integration would be inappropriate—disrespectful to your legacy."

Smith gestured vaguely toward where Xialing and Shang-Chi waited outside the conference room. "You have children. Leave them something to inherit. The Ten Rings can operate independently while you serve the Fraternity directly."

Xu Wenwu absorbed this with no visible surprise. He'd probably anticipated the rejection—Smith's organization ran on supernatural capability, not conventional human enforcers.

"The Ten Rings will remain separate, then," Xu Wenwu said with a slight smile. "I'll transfer operational leadership to Xialing and Shang-Chi. They can manage the organization while I focus on Fraternity responsibilities."

Smith nodded approval. "I'll have someone arrange accommodations for you and your family. Once we've selected a ceremony date, I'll notify you. Please remain at headquarters until after the initiation. You'll have obligations to settle afterward—I'm sure you have considerable business to address now that your wife has returned."

"Indeed." Xu Wenwu's expression softened when he mentioned Ying Li. "She wants to visit Ta Lo—her homeland. Our children may have inherited some of her people's abilities. She wants to explore that possibility."

A Fraternity operative entered at Smith's gesture and escorted Xu Wenwu from the conference room. The Ten Rings contingent—Xu Wenwu's family plus eight senior commanders—would receive guest quarters appropriate to their status.

After Xu Wenwu departed, Smith turned his attention to the remaining leadership. "The second Dragon Ball tournament has concluded. I want your assessments of the event and suggestions for future improvements."

Fox spoke first, her tone carrying genuine concern. "The Dragon Ball tournaments are involving progressively more powerful people and forces. Last cycle brought us werewolves and vampires. This cycle added Xu Wenwu—a thousand-year-old warrior who exceeded our scouter measurements."

She leaned forward, fingers steepled on the table. "My question is simple: should we continue hosting these tournaments? Each cycle attracts stronger participants. Thor. The Eternals. Sorcerers from Kamar-Taj. What happens when someone appears who doesn't respect the rules? Someone who decides to simply take the Dragon Balls by force?"

The concern was valid. Two tournaments had concluded peacefully because participants—however powerful—had accepted the established framework. But that social contract depended on mutual agreement.

What happened when someone like Odin decided rules didn't apply to gods? When a cosmic entity appeared and simply demanded the Dragon Balls as tribute?

Smith's expression remained calm, projecting confidence he partially felt and partially performed. "The Dragon Ball tournaments will continue unless circumstances make them genuinely impossible to conduct safely."

His tone hardened. "If anyone attempts to disrupt the tournament or steal Dragon Balls through force, the Fraternity will respond with overwhelming violence. We'll destroy them physically and eliminate their organizations completely."

He met each leader's gaze in turn. "As for military capability—you don't need to worry about my personal power. I can handle threats at the level we've seen so far."

That was true. His current base power of 2,000 would jump to 11,000 after integrating the Goku template. With Kaio-ken multiplication, he could reach 44,000 or higher. Great Ape transformation pushed him to 220,000. Few entities on Earth could match that.

And Cycle Four was still coming. More draws. More power increases.

Smith shifted topics. "Setting security concerns aside—do you have suggestions for improving the tournament format itself? Rule modifications that would make the competition better?"

Wesley spoke thoughtfully, his tactical mind already working through variables. "Under current rules, the only modifications I'd suggest involve arena expansion and structural reinforcement. We've pushed gold-titanium alloy to its limits twice now."

He gestured vaguely. "But if you want significant changes, we'd need to expand the participant pool. Allow people to compete without collecting Dragon Balls first. That creates new possibilities for format innovation."

His expression grew cautious. "Though expanding participation also means expanding knowledge about Shenron's wish-granting capabilities. More people knowing means more potential security risks."

Heads nodded around the table. The security-versus-accessibility trade-off was inherent to the situation.

Alexei rumbled his agreement. "If we allow competition without Dragon Ball collection, it becomes unfair to those who actually found the balls. Why should someone who did nothing but show up have the same chance as someone who spent months searching?"

His massive hands spread across the table. "Unless we collect all seven Dragon Balls ourselves before the tournament starts. Then we could run whatever competition format we wanted without worrying about fairness to collectors."

Smith considered that approach. It had merit—the Fraternity gathering all Dragon Balls preemptively, then hosting a tournament where the winner earned the right to make a wish. Pure meritocracy rather than treasure hunt plus combat.

But it also removed the distributed search aspect that kept potential competitors occupied. If everyone knew the Fraternity held all seven balls, they might coordinate attacks rather than competing against each other.

Then Smith remembered: the dragon had evolved. Two wishes per summoning now instead of one.

"Actually," Smith said slowly, the idea forming as he spoke, "the dragon's capabilities have... expanded. Without going into specifics, we now have more than one wish per summon."

"Here's my thinking," Smith continued. "The Dragon Ball collection and champion's wish system remains unchanged. That's the core tournament structure. But we have room for innovation around the edges."

He looked around the table. "I'm giving you an assignment. One month from today, I want each of you to submit a proposal for how we could utilize additional wish. How do we make the tournament benefit more participants while maintaining security?"

Smith ticked off possibilities on his fingers. "A secondary competition that doesn't require Dragon Ball collection? Reserved wishes for specific purposes? Tournament variants with different entry requirements? Be creative."

Wesley's eyes gleamed with tactical interest. Cross nodded, already mentally drafting proposals. Fox made notes on her tablet.

"One month," Smith repeated. "Detailed proposals from each of you. We'll review them collectively and choose the best approach—or synthesize elements from multiple suggestions."

He stood, signaling the meeting's conclusion. "The Fraternity has grown significantly. Our tournaments have attracted cosmic attention. We need to evolve our structure to match that scale."

His gaze swept across his leadership team. "We're no longer just an assassin organization managing supernatural affairs. We're becoming something larger. These tournaments are the foundation for that transformation."

Smith paused at the conference room door. "Think big. Don't limit yourselves to conventional ideas. We're hosting competitions for gods and immortals. Our format should reflect that ambition."

The leadership began filing out, conversations already starting about tournament innovations and security protocols.

Smith remained behind for a moment, considering the future.

Two wishes per cycle. Expanded dragon capabilities. Xu Wenwu's integration bringing millennium-old experience and cosmic-level combat power. The Eternals, Asgardians, and Kamar-Taj all aware of the Dragon Balls and planning for future cycles.

And somewhere out there, six months away, Loki would arrive on Earth with the Mind Stone and a Chitauri army at his command.

The pieces were moving into position. The tournaments were just the beginning.

Smith smiled slightly and left the conference room, already planning his next moves.
