During this time, Namikaze Minato was teaching Naruto to train; he originally intended to teach Naruto the Rasengan but found Naruto too young for it, so could only accompany Naruto for other training.
As for training Rasengan, it could only wait until Naruto grew older to be entrusted to Jiraiya.
