In a normal battle, Shisui would generally use the Great Fireball first, but the Great Fireball's speed was too slow, and Kakashi could easily dodge it without enhancing his body.

Kakashi chose not to evade but instead made hand signs to raise an earth wall with a dog's head pattern in the middle to block the incoming high-temperature fireballs.

Kakashi swung his lightning blade, a crackling sound erupted like a web of lightning spreading towards Shisui.
This was Kakashi's inspiration from Purple Lighting, concentrating chakra at a point to either unleash a slash or disperse the energy for an area attack, a technique he developed for internal conflict after returning to Konoha.
Kakashi's sudden change of attack caught Shisui off guard.
If Kakashi had charged out with Purple Lighting, Shisui would have been prepared, but he had not expected Kakashi to have developed a similar slash attack with Lightning Release, something Kakashi hadn't shown in battle before.

Realizing he couldn't dodge after observing with his Sharingan, Shisui focused his breath to the extreme, entering Breath of Flame Chakra Mode, gathering a large amount of chakra and transforming it into Fire Attribute Chakra, then spitting out a massive high-temperature flame.
In truth, Shisui had two options: using Armament Secret Technique or Breath of Flame Chakra Mode, both could defend against this attack.
