"Welcome again, I see many of you have your own proposals. But I'm warned that you have all understood the spirit of our attempt. There will never be a perfect plan."
"There is one proposal," said Stacy, "that I think should be heard first."
"Go on," said Layla.
""It has been proposed that all of the Dukes be demoted to Count, and once a fully established area is made. An election giving the Counts two votes and the Barons one vote to decide the Duke."
"I see," said Layla, "you wish to change the top one. Are there any opposed?"
A few hands went up, obviously all the two Dukes, there would be a third but they had asked them to retire. And may have brought up the proposal. But not many other hands.
