The dolls displayed on the second floor were not really exhibits but prisoners who attempted to escape the tower and were punished by the monsters on the sixth and seventh floors.
After failing to escape, their soul power was drained, and they were turned into puppet dolls, displayed on the second floor.
As soon as someone ascended from the first floor to the second, the puppet dolls would seize the opportunity to absorb the soul power of the new dolls and drag them onto the platform, so they could take their place.
This gave them a chance to leave and ascend to the third floor.
