The news was absurd.

But the two of them were serious.

Leone nodded.
"That's exactly what he announced."
Najenda let out a rare smile.
"That's probably the best news we've heard in a long time."
Lubbock frowned.
"So what? Is he trying to buy public support now?"
Najenda waved her hand.
"This isn't the young emperor's decision. He's been Minister Honest's puppet for years. Someone like him wouldn't suddenly exempt taxes."
She continued calmly.
"This was the god's idea."
Lubbock froze.
The spiky-haired man caught on.
"Boss... are you saying the young emperor is now the goddess's puppet?"
Najenda nodded.
"That's the most likely explanation."
"Then does that mean the goddess and the minister are in a power struggle?"
"No," Najenda said, shaking her head. "This isn't a struggle."
She spoke evenly.
"Minister Honest is dangerous among humans. But to a god, he's nothing. He's probably already lost control. The Empire's power is now in the goddess's hands."
Leone tilted her head.
"I don't know why a god would want to control an Empire, but isn't that a good thing?"
Najenda answered without hesitation.
"If the goddess is benevolent, then yes."
She paused.
"But if that's the case... then our existence, and the Revolutionary Army's existence, becomes very awkward."
Silence fell.
Night Raid existed to overthrow a corrupt Empire.

Emiya thought, then tagged another name.
"Ubuyashiki Kagaya. You manage the Demon Slayer Corps well. How about taking it further?"
Ubuyashiki replied politely.
"Lord Emiya, you overestimate me. Managing the Corps is my limit. An Empire is beyond me."
That made sense.
Emiya tried again.
"Then does anyone want to govern an Empire?"
Responses flooded in.
"As a god, I refuse."
"As a martial artist, I refuse."
"As a scientist, I refuse."
"As a high school student, I refuse."
"As a magus, I refuse."
"As a chef, I refuse."
"As a wanted pirate, I refuse."
"As a martial artist, I refuse."
Kimberly summed it up neatly.
"In short, no one here can govern an Empire. Boss, you should give up."
Emiya sighed.
"You're all right. The problem is... I can't do it either."
Cú Chulainn suddenly spoke.
"Master. If no one here can govern an Empire, why not summon someone who can?"
Emiya's eyes lit up.

Rin snorted.
"Then summon the King's Concubine."
Emiya paused.
"...Waver. No-Zhuge Liang."
He nodded.
"That actually works. Multi-talented. A textbook example of working himself to death."
Rin clicked her tongue.
"I feel like you're bullying Zhuge Liang. Also, do you even have his catalyst?"
Emiya sighed.
"I don't. Not his. Not anyone's."
Rin rolled her eyes.
"Then what are you summoning with?"
Medusa offered another idea.
"Try a regional summon. Perform it in the imperial palace. You'll have a seventy percent chance of summoning an emperor."
Emiya's eyes shone.

"I've learned something new," he said. "I'm doing it."

Below were three arched gates.

Right for exit.
In front stood three rows of ceremonial watchtowers.

The highest ceremonial grade for the Son of Heaven.
