Chapter 73 - Chapter 65 : Shinichi and Police Force

Since his promotion to Jonin and the birth of Uchiha Fugaku, Shinichi had begun stepping into new roles within the clan. Occasionally, he would substitute for Eisuke or Fukashi during their Police Division duties. No one objected. Clansmen saw it as a natural extension of his growth. It was a way for him to gain experience and a way for the clan to prepare his future.

At thirteen, Shinichi was no longer just a prodigy.

Most clansmen saw him as a symbol of hope and light of the Uchiha.

His strength had already reached the level of elite jonin – comparable to the division commanders who patrolled Konoha's streets. His reputation extended beyond the Uchiha compound. Perhaps the civilians did not know, but every prominent ninja knew Shinichi for his deeds and his accomplishment in the academy.

Now, with his official rank came access – doors that had once been closed to him as a Chunin now opened. He was briefed on internal clan matters, political tensions, and strategic decisions. Sosuke and Fukashi, who had once shielded him from the weight of leadership, now found themselves involving him more and more. Not just out of obligation, but also out of out of necessity.

The current state of Uchiha clan could be described that they are in hanging by a thread.

Uchiha recovered its strength from its initial decline. However, considering the fact that the clan was broken into factions when Madara was about to depart, now with a weaker clan head with even weaker legitimacy, the all powerful Uchiha clan was divided.

Fukashi and Sosuke had long saw that Shinichi was exceptional. This sentiment became widespread among the clan as his potential blossomed. Shinichi became the anchor that started to unite the factions together. They saw hope in Shinichi.

The thought of involving Shinichi in clan affairs no longer became a burden to Fukashi and Sosuke. It became the best decision for the clan's future.

And Shinichi, though quiet, understood the shift.

He wasn't just training anymore, he was preparing to lead.

And so, Shinichi sat in his father's office, reading through the policies and rules of the Konoha Military Police Force once more.

The document was short and crude, but functional

{Jurisdiction over all villagers – except the Hokage and Anbu.

Responsible for law enforcement, patrol, and public order.

Authority to investigate, interrogate, and if necessary, execute – within limits.

Autonomy granted to maintain order, so long as it doesn't harm the village.

Must report major incidents to the Hokage. Must coordinate with other branches.

Must rain future officers.}

Shinichi frowned.

'These rules are skeletal. They read like a repurposed version of the clan's old judiciary guidelines.'

He leaned back, his eyes narrowing.

'There's no distinction between civilian and ninja populations. Within the Uchiha we rarely had disputes that required formal intervention – after all, most of us are family. But Konoha is different. As a melting pot of clans, ninjas, and civilians, various conflicts are inevitable.'

He tapped the scroll

'Using elite Uchiha ninjas for routine patrols and dispute mediation… would be a waste of talent.'

During the day, the village was active and most threats were minimal. Public order could be maintained by genin and civilian officers. The Uchiha had over 4,000 civilian members – retired shinobi, homemakers, and non-combatants. Even among those with low chakra capacity, their physical strength surpassed that of ordinary civilians.

'Daytime duties should be delegated. Stronger Chunin and Jonin should be stationed at the village gates, inspecting incoming traffic. That's where infiltration begins. If spies slip through, it's the gate sentries who failed – not the Police Force. Yet we'll be the easier one to push and take the blame.'

He made a mental note.

'That clause needs to be renegotiated.'

As for nighttime operations, the current system was sound. One division patrolling per night, rotating across the seven divisions, allowed the rest to train and recover. But there was room for improvement.

'Form quick-reaction teams – one squad from each division, composed of Jonin and Chunin. They'll respond when genin or civilian officers encounter ninja-related disputes.'

He turned to the training protocols.

'Not every officer needs to master investigative techniques. Focus training on subjugation and combat. Basic investigation should be part of the curriculum, but specialization should be reserved for select squads.'

He paused.

'Recruit from clans with investigative talent – Inuzuka for tracking, Hyuga for surveillance. Build a dedicated investigation unit.'

And finally, the structure itself.

'If Ni-daime truly wanted a functional Police Force, he should've opened it to all clans – not just the Uchiha.'

Medium and small clans lacked the experience to manage a judiciary force. but that could've been easily solved with a joint effort between Senju and Uchiha. Shared guidelines and oversight would've created a balanced institution.

Instead, the Uchiha were handed the burden alone.

Shinichi continued. His pen moved as he organized his thoughts into a proposed reform for the Konoha Military Police Force.

He divided the force into eight distinct branches:

Seven MP Divisions: the backbone of the Police Force and the Uchiha clan's combat strength. Their primary duty: train, sharpen combat capabilities, and perform night patrols. Each division would assign one squad – 1 Jonin and 20 Chunin – as an Elite Quick Reaction Team, totaling 7 Jonin and 140 Chunin across the force.

Civilian Police Officer Corps: Active during daytime hours (0800~2000), tasked with maintaining public order, resolving civilian disputes, and alerting quick reaction teams to incidents involving ninjas, murders, or cases requiring investigation.

Elite Quick Reaction Teams: Rotating squads from Seven Divisions, stationed across six branch location and one at Headquarters. Their role: respond swiftly to Civilian Corps signals, assist in subjugation, evidence preservation, and suspect apprehension.

Investigation Team: Genjutsu specialists working alongside investigators and prison guards, they extract confessions and gather intelligence from suspects.

Prison Guards: Assigned to the detention facilities near and within headquarters, maintaining security and order.

Konoha Gate Sentry Teams: Positioned at the three major gates of Konoha, responsible for monitoring access, verifying identities, questioning visitors, and detecting potential threats.

Headquarters staff: Composed mostly of Genin and few Chunin, tasked with internal security and administrative training. Civilians would handle paperwork and documentation.

Shinichi reviewed the notes he had compiled – pages of structural reform for the Konoha Military Police Force. He tapped his chin, deep in thought.

'This structure is clean, scalable, and balanced.'

But doubts crept in.

'Should I present this to the clan head? Will the Hokage accept it?'

The gate sentry proposal was bold. It shifted village's critical security role to the Uchiha. Would Tobirama allow that? And the idea of opening the Police Force to other clans – Inuzuka for tracking, Hyuga for surveillance -was logical. But politically?

'Would he allow the Uchiha to oversee the gate security? Or lead a multi-clan force?'

He stared at the ink on the page.

'This isn't simple reform but a challenge to the current status quo.'

But Shinichi wasn't just a prodigy anymore. He was a Jonin. And the future of the clan might depend on someone willing to ask the hard questions.

Before he could make the final decision, the door burst open.

"Shinichi!"

Fukashi stepped in smiling.

"I came to relieve you of duty! Hahaha. Go home and get some rest."

"…Alright, Dad. But before I go – can you give this to Uncle Sosuke?"

Shinichi handed over a stack of papers.

"Sure, no problem. What is it?"

Fukashi glanced through the pages – then paused.

"??!! Shinichi… did you write all this?"

"Yeah. What do you think?"

Fukashis' expression shifted from surprise to contemplation.

"This is… impressive. But it's a lot to consider. The clan head and elders will need to discuss it thoroughly. We can't devote all our resource to the Police Force. Our clan has business, industries, and private affairs to maintain. We simply don't have the manpower to sustain this structure alone."

"That's exactly the point."

Shincih's voice was calm, but firm.

"Konoha's population is already over 200,000 and civilians from all across the Land of Fire are continuing to move in for safety. The Ninja population increased over 25,000 men and Jonin are estimated at 1,200."

He paused.

"The Uchiha alone have 170 active jonin, 2075 Chunin, and 542 Genin. If we include retired kunoichi, injured veterans, and household-focused shinobi, our numbers rise to 220 Jonin, 3,483 Chunin and 674 Genin. Plus 2,385 civilians without ninja training."

Fukashi's eyes widened.

"If the village continues growing – and there's no major war or disaster – I estimate Konoha's population will exceed 300,000 in next few decades – whether trough birth or from migrant civilians. Ninja number could surpass 30,000."

He looked directly at his father.

"Do you really think the Uchiha alone can maintain public order at that scale – while also sustaining our industries and clan affairs?"

Fukashi was silent.

"If we don't share the burden of the Police Force, we'll have to sacrifice others parts of our clan's future."

"…How did you learn all this?"

"I glanced at some documents in the Hokage's office while reporting for mission completions. The numbers there are conservative. Other clans, like us, have their own retired shinobi and unregistered forces too."

Fukashi nodded slowly.

"You're saying it's not just impractical – it's inefficient."

"Exactly. We need to present this structure as a reform. Not just to improve the Police Force – but to create opportunities for cooperation. If we open the door, we might gain allies. Strong ones."

Fukashi looked down at the papers again, then back at his son.

"…Alright. I'll take this to Sosuke and the elders. We'll discuss it properly."

Shinichi gave a quiet nod.

And with that, the first ripple of reform began to move through the Uchiha compound under Shinichi's name.
