Senju Tobirama sat alone in his office, reviewing the latest reports detailing the results of his reforms. The establishment of the Ninja Academy, standardized ninja ranks, and the mission classification system had streamlined village operations. Many of the Hokage's former duties were now delegated to lower-ranking officials. For the first time, Tobirama sensed that the role of Hokage could be sustainable – manageable – for future generation.
The formation of the Konoha Military Police Force had further lightened the administrative burden. Law and order no longer required constant oversight from the Hokage's office. The Uchiha clan, as expected, performed their duties with precision and impartiality. Under the watchful eyes, the hint of festering corruptions had all but vanished.
But more importantly, the Police Force had become a lens through which Tobirama could monitor the Uchiha's strength.
When the force was first established, Tobirama had ordered the Uchiha to mobilize all active shinobi to suppress the surge in crime and espionage following Hashirama's death. Initially, 2,363 Uchiha ninjas were registered. Now, only 1,695 remained in the force. The rest had returned to the clan and resumed taking on missions.
According to Uchiha Sosuke's report, the Police Force was now organized into:
Seven Divisions
Five Quick Response Teams
And One Reserve Force.
Each Division consisted of 210 members, divided into 10 squads led by a jonin captain supported by 20 chunin patrol officers. Each squad was further split into four teams of five chunin.
The Quick Response Teams were elite units – five jonins per team, all wielding three-tomoe Sharingan.
The Reserve Force, stationed at headquarters, included 140 genin and 60 chunin.
In total the Police Force now comprised of 95 Jonin, 1,460 Chunin, and 140 Genins.
The Remaining 668 Uchiha who left the force were mostly younger shinobi, 387 of which were Genin, 265 Chunin, and 16 Jonin.
Some had never joined the force at all, having been away on missions during its formation, or retired from duty.
Tobirama's eyes narrowed as he scanned the final numbers.
'The Uchiha now field 152 Jonin, 2,072 Chunin, and 542 Genin. Second only to the Senju – and far surpassing any other clan.'
He tapped his finger against the desk, a deep crease forming between his brows.
'Their recovery over the past three decades is staggering. And these numbers don't even account for retired shinobis, housewives, or aging shinobi. If included, the true count should be around 200 as we predicted.'
He remembered the early days of Konoha. the Uchiha's elite fighting force had been reduced to barely 40 jonin – a consequence of the war with the Senju. Yet even then, they remained formidable.
'Compared to the Senju, they are inferior. But compared to everyone else, they are unmatched.'
Senju's talent was broad – medical ninjutsu, fuinjutsu, sensory arts. The clan was known as the Thousand Hands for a reason – not just because of their founding's background. But in pure combat, the Uchiha excelled. Their affinity for Yin chakra, their natural control over chakra, and Sharingan gave them edge that few could rival.
Tobirama had long theorized that if the Uchiha had pursued auxiliary arts with the same intensity as combat, they might have surpassed the Senju in every field.
'The peace of Konoha created a baby boom. Every clan benefited. But only the Uchiha turned that growth into power.'
He leaned back, eyes fixed on the ceiling.
'Senju can produce a Wood Release Genius once every few generations. But the Uchiha… they can produce Mangekyo Sharingan users as long as the conditions were met.'
The Police Force had been designed to suppress those conditions, such as grief, loss, and trauma. But Tobirama knew it wasn't enough.
Since his confrontation with Uchiha Sosuke, he had sensed a shift. The Uchiha's ambition was rising. Their eyes were clearly set on the Hokage seat.
'If I do nothing, they may reach it.'
Tobirama stood, walked to the window and looked out at the village.
The Police Headquarters was bustling. Patrol squads moved with discipline. Civilians nodded respectfully. The Uchiha were earning trust – for now.
'Konoha Police Force is not enough. There must be more contingencies.'
Next day, Hokage Office announced a new policy.

This unit will operate under direct command of the Hokage and will be tasked with mission requiring exceptional skill, secrecy, and precision. Assignments include:
High-risk infiltration into enemy territory.
Engagement with exceptionally powerful shinobi.
Long-term tracking and surveillance.
Interrogation of enemy operatives.
Specialized tactical operations requiring advanced training.
Its Operational Protocols are as follows:
Selection: Members will be hand-picked by the Hokage after thorough evaluation.
Command Structure: Anbu operatives report solely to the Hokage and its internal hierarchical structure. No other governing body may access their identities or mission details.
Identity Concealment: While on duty, members will wear masks and operate anonymously.
Civilian Integration: Off-duty Anbu may live normal lives within the village.
Confidentiality: The size, structure, and personnel of the Anbu unit will remain classified. Only the Hokage shall possess full knowledge of its operations.
This initiative is enacted to ensure the continued safety, sovereignty, and strategic advantage of Konohagakure.

Since the announcement of the Ansatasu Senjutsu Tokushu Butai – the Special and Tactical Squad, or Anbu – Tobirama's Hokage Guard Unit had moved swiftly.
Led by Sarutobi Hiruzen, Mitokado Homura, Utatane Koharu, Shimura Danzo, Akimichi Torifu, and Uchiha Kagami, the six began personally visiting and interviewing elite shinobi across Konoha.
They started with the jonin.
Over the course of several days, they met with more than 500 jonin, over 350 of whom were from the former Senju clan. Most agreed to serve.
The selected candidates gathered beneath the Hokage Rock, just a hundred meters from the Hokage building. There, they entered a concealed cave entrance – leading to a secret training ground and underground base.
Inside, they received intensive instruction from the six Hokage Guards, each passing down the teachings they had once received from Senju Tobirama himself:
Espionage and infiltration
Advanced combat techniques
Human anatomy and interrogation methods
Tactical jutsu and silent execution methods.
After several weeks of traininjgg, the jonin were dispatched to recruit special jonin, chunin, and even a few promising genin and academy students. Not all succeeded. Some failed the training and quietly returned to normal shinobi life.
But by the end of the month, the Anbu had taken shape.
Anbu had total of 411 Jonin, 985 Special Jonin, 4,229 Chunin, and 24 Genin.
Most recruits came from former Senju, Sarutobi, Shimura, and smaller clan lineages. From jonin alone, 318 Ex-Senju, 32 Sarutobi, 37 Shimura, and few more from Akmichi, Nara, Yamanaka, Aburame and smaller clans.
Tobirama had deliberately excluded current Senju clan members. He wanted the Anbu to be free of clan politics – loyal only to Konoha and the Hokage. Dispersed clans and smaller families were given a rare opportunity to swear allegiance directly to the village, bypassing traditional clan hierarchies.
Major clans – Senju, Uchiha, Hyuga – would most of the time if not always prioritize their own interests. Tobirama knew this – his brother and himself were rare exceptions. And so, he built something new.
Something unbound.
With its formation complete, the Anbu became the strongest combat force in Konoha.
A silent, masked legion – trained in secrecy, loyal to the Hokage, and invisible to the rest of the world.
Tobirama had reshaped village again, building a weapon no clan could directly claim.

Officially, the Anbu – the Special Assassination and Tactical Squad – was created to confront major foreign threats. Their mission was clear: infiltration, surveillance, high-risk combat, and protection of Konoha from external enemies.
But beneath the surface, a darker directive existed.
Privately, Senju Tobirama's closest subordinates and confidantes were entrusted with a second task – one never spoken aloud and never written in policy.

Specifically, they were to observe Uchiha shinobi of exceptional talent – those labeled as prodigies, geniuses, or rising stars. Any sign of Mangekyo Sharingan awakening was to be reported directly to the Hokage.
According to Hokage's term, this was not a matter of suspicion but a matter of critical internal security.
Tobirama's long-standing belief was simple: the rise of another Uchiha Madara must be prevented at all costs. The Mangekyo Sharingan, born form trauma and loss, was too dangerous to be left unchecked.
And so, the Anbu – Konoha's sharpest sword – was forged not only to protect the village from its enemies, but to guard it from its own blood.
They wore masks. They operated in silence and in the shadows. They watched over the village. And they were everywhere. That was the idea.
