This world is predominantly vast oceans.

As such, most commoners could only live ordinary lives, watching with hope and awe those so-called noble believers or the extraordinary lords of old.

Believers and the extraordinary are in opposition and mutually exclusive because of the Church's presence.
"God" cannot allow a group of people not under His control who still possess power that could threaten His reign.
