The reason Sakazuki acted so decisively was simple—everyone around that building, except those inside, had already been evacuated.

Alucard's smile widened. In an instant, his entire body liquefied into blood, engulfing the two Marines who had been holding him.
"W-What is this?!" one of them screamed before being swallowed whole.
While doing so, Alucard released a second body—another version of himself—that slipped into shadow form and darted underground, fleeing far away.
But the moment he devoured the Marines, he felt an intense wave of heat.
"Great Eruption!"

A massive blast of magma obliterated him, reducing his form to ash in an instant.
Sakazuki's expression didn't change. He kept his Observation Haki extended, sweeping the area. Even though he could no longer sense Alucard's presence, he didn't believe for a second that the man was truly dead.
"…Impressive. Should I say you truly deserve the rank of Marine Admiral?"

"You don't need to bargain. Evil should die—nothing more to say."
"Is that so? The Pirate King died by my hand. His body was disposed of by me. If, in your eyes, Gol D. Roger was the greatest evil in the world… then surely the one who destroyed him must be justice, right?"
"Stop stalling." Sakazuki exhaled. "That shadow you sent off? Someone else is already hunting it."
"…Is that so?"
Alucard's expression darkened.
A new voice thundered across the battlefield.
"Shockwave!"
In the distance, a golden giant—Buddha Sengoku—slammed his massive palm into the earth, shattering the ground in an explosive blast.
But Alucard only smirked inwardly.
"My mission… is already complete."
