For any Undead in the Blood War Furnace, advancing from an Upper-tier Undead to an Undead Ruler is a single step of outright transcendence.
The strength of an Undead Ruler is at least at Glory Champion Level.
And for their promotion, they still need to obtain the consent of the Blood War Furnace's supreme ruler, the Radiant Moon Great Monarch.
Once they advance into Undead Rulers, they become the true ruling class of the Blood War Furnace.
Without the title of Undead Ruler, even something as powerful as a Legendary Bone Dragon can only abase itself as one of the ruled.
Of course, under normal circumstances, if a Legendary Bone Dragon comes to serve under them, all Undead Rulers are more than happy to bestow a fresh ruler's title upon it.
