Kai sat inside the velvet-lined Council carriage with a posture that could only be described as inappropriately relaxed.
Despite the tight, suffocating semicircle of Rune Knights surrounding him—backs stiffer than iron bars, gauntlets resting heavily on the pommels of their spears—he lounged as though he were riding to a midsummer picnic rather than an official inquiry by the highest magical authority in Fiore. His arms were folded casually behind his head, one leg crossed over his knee, and his golden eyes drifted out the rain-streaked window with unbothered tranquility.
He wasn't fearful. He wasn't impressed. He was, quite transparently, bored.
The Rune Knights, for their part, were utterly paralyzed by his lack of decorum. Most wizards escorted to Era—even those arriving merely as material witnesses—shook so violently their belts rattled, or went the color of curdled milk at the mere sight of the Council's white-and-gold uniforms. But Kai's gaze, when it occasionally flicked over them, held nothing but the mild, detached interest of a scholar examining common garden weeds. It made the knights straighten their spines until their armor squeaked, entirely unsure if they were being subtly mocked or simply dismissed as part of the scenery.
Even the frog emissary kept shifting her large, glossy eyes sideways to track his movements. She was highly trained to mask her emotions, but every time Kai reached into his leather coat to pull out another stray component, her throat puffed nervously against her crisp collar.
Without asking permission, Kai had produced an assortment of brass gears, minute silver plates, localized ethernano shards, and a pair of enchanted micro-screws. With silent, terrifyingly precise finger movements, he began assembling them right there on his lap. The faint, rhythmic clink-click of interlocking metal and the low, oscillating hum of stabilized magic filled the otherwise suffocating carriage. No one dared tell him to stop. They simply watched the Head of Artifact Research treat a high-security transport like his personal workshop.
Arrival at Era
The judicial city of Era rose out of the jagged northern landscape like an absolute proclamation of total control. Built directly upon sheer, pale stone cliffs, the fortress forced all approaching travelers to look upward, dwarfed by its sheer scale. The surrounding forests were perfectly manicured and heavily patrolled, the steep rocky terrain carved into terraced paths lined with massive stone monoliths of ancient, long-dead mages. Every square inch of the jurisdiction radiated order, structure, and the crushing, immovable weight of an ancient bureaucracy.
The headquarters itself loomed above the cliffs—an immense castle-fortress of interlocking spires, white stone bastions, and dense defensive runes shimmering faintly over its outer walls. It was a monument designed specifically to remind the individual that the Magic Council was not a suggestion.
It was an absolute law.
Yet, as the carriage pulled to a halt, the sight only seemed to mildly amuse Kai. He stepped down onto the polished courtyard stones, raising his arms to give a long, crackling stretch that made the surrounding guards flinch. The frog emissary stiffened, frantically smoothing her uniform jacket before gesturing toward the grand entrance.
"If you would follow me, Mr. Sunveil," she said, her voice tight.
"Lead the way, Miss Emissary," Kai replied, offering a soft, entirely polite smile that caught her completely off guard.
Inside, the fortress was a frantic symphony of structured motion. Formations of Rune Knights marched down vaulted corridors with mechanical synchronization; low-ranking archivists pushed towering carts piled high with parchment and legal briefs; and high-yield communication lacrima flashed continuously along the walls, transmitting directives across the kingdom. Every architectural line was engineered to make a visitor feel microscopic.
Kai strolled through the grand corridors as if he were taking a casual afternoon tour of a local bakery, occasionally tilting his head to admire the masonry.
The emissary finally halted before a set of towering, iron-reinforced doors carved with the ancient runes of high judgment. Two armored sentries grabbed the heavy iron rings, pulling them backward as the massive wood groaned under its own immense weight.
She bowed slightly, her large eyes reflecting the dim light of the interior chamber. "Please enter. The Council is assembled."
"Much obliged," Kai said easily, stepping past her without a single tremor in his stride.
Into the Council Room
The low hum of hushed voices died instantly the moment Kai's boot crossed the threshold.
The high judicial chamber was shaped like a massive, looming crescent amphitheater. Each council member sat atop a heavily elevated stone podium, looking down upon a singular, circular stage illuminated by brilliant, high-yield crystalline lamps hanging from the vaulted ceiling. Thick, heavy velvet curtains lined the perimeter to muffle any outside disruption, leaving nothing but the clear, ringing echo of Kai's solitary footsteps as he walked toward the center mark.
Twelve high seats existed within the crescent. Today, only nine were occupied. But those nine pairs of eyes were exceptionally sharp, boring into the young man below with calculated, heavy scrutiny.
Kai stopped precisely in the center of the illuminated ring. He slid his hands comfortably into his coat pockets, his posture loose, entirely unbothered by the sheer gravity of the room. He lifted his head, his golden eyes locking onto the high tier without a shred of hesitation.
For a brief heartbeat, a subtle, uneasy look passed between several of the councilors. They were accustomed to weeping guild masters, trembling culprits, and terrified fugitives. Kai's casual, steady stance made it look less like he was being interrogated, and more like he was the one who had called the meeting.
The Chairman Speaks
Gran Doma, the Grand Chairman of the Magic Council, leaned his heavy torso forward, his long, split white beard shifting over his embroidered robes. When he spoke, his voice carried the booming, resonant echo of a man who viewed himself as the living embodiment of Fiore's stability.
"Kairos Sunveil of the Fairy Tail guild," Gran Doma began, the words slow, heavy, and intentionally formal. "Do you comprehend the exact nature of why you have been forcefully summoned before this high court today?"
Kai blinked once—a slow, deliberate movement. Then, a small, knowing curl touched the corner of his lips. It wasn't an expression of open mockery, but rather the calm awareness of a man who already saw three moves ahead on the board.
"I can certainly make an educated guess, Chairman," Kai said, his voice crisp and smooth, carrying effortlessly through the vaulted room.
On the high tier, several council members narrowed their eyes. Org, a rotund man with a thick, bristling mustache, let out a low, irritated huff, while the severe Councilor Belno adjusted her spectacles with a sharp, lethal snap.
Gran Doma's knuckles tapped once against the stone of his podium. "Then let us hear this guess of yours. This Council wishes to understand exactly how you view your actions."
Kai tilted his head slightly, his eyes tracking the Chairman with the analytical air of a scholar assessing a remarkably predictable exam question.
"Well," Kai began, his tone perfectly unhurried, "I naturally assumed you brought me all the way out here to express your profound, collective gratitude to me... for doing your jobs for you."
The entire chamber froze.
A heavy, suffocating silence dropped over the room. Two Rune Knights stationed near the doors visibly twitched, their spears wavering for a fraction of a second as they questioned their own hearing.
Org's mustache practically vibrated with rising blood pressure. Belno's brows shot up toward her hairline. Near the center of the crescent, however, the young, blue-haired Siegrain let out a soft, amused chuckle, while Ultear masked her smirk behind a delicately raised hand. Yajima merely closed his eyes, letting out a slow, weathered sigh.
Gran Doma raised a single, commanding hand, cutting off the immediate wave of outraged murmurs before they could boil over. His expression was granite—heavy, dark, and utterly unforgiving.
Kai merely blinked, his voice remaining irritatingly light. "Ah. Judging by the lack of applause, my guess was incorrect. Please, do enlighten me, Chairman."
Gran Doma's jaw tightened. His patience with rogue wizards was famously microscopic, and Fairy Tail had spent the last two decades systematically shredding his nerves. This boy—regardless of his unique status—was walking a knife's edge.
And yet, Gran Doma forced himself to draw a slow, steady breath. The absolute decree from the capital still sat freshly stamped on his private desk: Kairos Sunveil—Head of Magical Artifact Research. A royal appointment directly from King Toma E. Fiore. In terms of strict bureaucratic hierarchy, Kai was a sovereign agent—meaning he did not technically report to the Magic Council.
"You are here to answer for multiple, severe infractions," Gran Doma stated, his voice low, tight, and dropping like a gavel. "Including the extensive destruction of public property at Oshibana Station, the complete demolition of a commercial railway train, and the severe geographical scarring of the Kunugi Plains."
The Chairman leaned in, his eyes narrowing to slits. "And furthermore—you are here regarding the immediate whereabouts of the forbidden, S-class mass-murder artifact, Lullaby. What does your tongue have to say to those facts, boy?"
Kai's gaze drifted lazily along the semi-circle of seats, pausing just long enough to note the faint, calculating glints in the eyes of Siegrain and Ultear, before settling back onto the Grand Chairman.
"I object," Kai said simply.
A brief pause rattled the room.
"Honorable Chairman, before we start throwing around penalties, let's actually sort the facts from the fiction," Kai continued, taking a hand out of his pocket to gesture casually. "The train and the central hall of Oshibana Station were compromised and weaponized by the Dark Guild Eisenwald. They were able to do this entirely because of the Council's systemic intelligence negligence. Since your local security divisions failed to intercept a mass-assassination plot moving along your own public rail lines, my associates and I were forced to act in immediate self-defense—saving the lives of thousands of civilians. Under Section 4, Clause 2 of the Fiore Judicial Code, any infrastructural damage incurred during the active mitigation of a domestic terror threat is legally attributed to the aggressor, not the defenders. The property damage belongs to Eisenwald, not Fairy Tail."
The air in the room shifted. A low murmur of legal realization rippled through the lower-tier scribes.
Org slammed both hands onto his podium, throwing himself out of his seat. "Your reckless guild has a continuous, abominable record of structural demolition! You willfully interfered in a high-security crisis you were not assigned to, without a shred of official authorization from this body! And now you have the absolute audacity to stand there and lecture us on negligence?!"
"Org, sit down!" Gran Doma commanded, his voice cutting through the outburst.
Belno stood up immediately after, her finger pointing sharply down at the center stage. "He did interfere, Chairman! Fairy Tail treats the laws of this kingdom like a playground suggestion! He stands there entirely smug because he thinks his pedigree shields him from the consequences of his arrogance!"
Gran Doma raised his hand again, forcing a tense, vibrating silence back over his councilors. He looked down at Kai, his voice clipped and dry.
"We recognize that your actions ultimately neutralised a severe threat, Sunveil. However, your guild acted entirely outside the boundaries of the law. Order must be maintained, or the system collapses. As such, a administrative penalty will be levied against Fairy Tail to ensure compliance." Gran Doma raised his palm slightly. "Furthermore, the artifact Lullaby is to be surrendered to Council custody for immediate, permanent containment. This is my direct ruling. Those who object—raise your hands."
The Vote
A heavy moment stretched. Then, the hands began to rise.
Yajima sighed, lifting his hand with weathered certainty. "Fairy Tail prevented a catastrophic massacre of regional officials. To penalize young mages who put their lives on the line when our own security apparatus failed them is not justice. It is cowardice."
Ultear lifted her delicate hand next, a smooth, unreadable smile playing on her lips. "True talent shouldn't be choked by red tape, Chairman. They protected the public when it mattered."
Siegrain raised his hand last, a faint, dangerous smirk dancing in his eyes as he looked down at Kai. "Punishing the heroes of the Oshibana incident right now would create a disastrous public relations nightmare for this Council. The legal guilds would begin to openly question our priorities if we penalize success."
The remaining core blocks stayed firmly down.
Org:Down.
Belno:Down.
Seam:Down.
Gran Doma:Down.
The majority had ruled. The institutional punishment stood.
Gran Doma's voice echoed off the high stone walls. "The administrative penalty stands, and the asset must be surrendered. Kairos Sunveil... do you officially comply, or do you intend to obstruct the high law?"
A flash of genuine, razor-sharp amusement flickered deep within Kai's golden eyes. He straightened his posture—not out of a sudden deference to their authority, but rather like a duelist stepping into a perfect closing thrust. When he spoke, his voice lost its lazy cadence, dropping into a cold, lethal frequency that sliced straight through the room's grand pretense.
"Passing judgment on the people who actually did the work, simply because your own departments failed to do theirs," Kai murmured softly, the words carrying a chilling weight. "Truly... a masterclass in unquestionable justice."
Gran Doma's fingers clamped onto his stone armrests so hard his knuckles turned white.
"But now that the Council has had its fun playing court," Kai continued, taking a slow, deliberate step forward, "let me remind this chamber of a very stark, very real legal reality." He tapped the silver crest pinned neatly beneath his leather lapel. "You are not speaking to a standard guild mage subject to your administrative mandates."
Org's mouth fell open. Belno went entirely rigid.
"Your first charge regarding 'unauthorized interference' is dead on arrival," Kai stated, his voice ringing with absolute, unassailable authority. "As the crown-appointed Head of Magical Artifact Research, my royal charter explicitly grants me total jurisdiction to investigate, intercept, and secure any high-tier magical threat or ancient anomaly within the borders of Fiore without requiring prior Council clearance. I was executing my royal directive—not operating as a standard guild asset. The charge is legally void."
The archivists scribbling the official record suddenly froze mid-stroke, their quills hovering over the parchment in sheer panic.
"As for the immediate surrender of Lullaby," Kai chuckled dryly, looking directly at Gran Doma, "the absolute moment that S-class mass-murder weapon went missing from your supposedly 'impenetrable' secure vault, this Council entirely forfeited its legal custody over it. The second it hit public soil, it fell directly under my department's active reclamation mandate. I retrieved it. It is no longer missing."
Kai's smirk widened, his eyes flashing. "And I couldn't return it to you even if I wanted to, Chairman. Because Lullaby no longer exists."
Siegrain's smirk turned into a genuine grin. Ultear leaned forward over her podium, utterly fascinated.
"The cursed flute is gone," Kai announced smoothly. "It manifested into a full-scale greater demon of the Etherious variety—just in case your intelligence reports missed that minor detail—and it was systematically dismantled and destroyed on the Kunugi Plains."
A frantic, shocked whisper broke out among the lower benches of the court.
"And thirdly," Kai's voice dropped, becoming ice-cold as he pinned Gran Doma with a glare that felt entirely predatory. "Since I was operating under my crown-decreed duty to neutralize an artifact threat, it was never my legal responsibility to protect your local transport infrastructure. It was your systemic incompetence that allowed a weapon of mass destruction to be stolen from your vaults, your negligence that let a railway train be hijacked, and your failure that endangered two separate civilian municipalities, putting my life and the lives of innocent civilians at extreme risk."
He lifted one finger. "Negligence of high custody."
He lifted a second. "Endangerment of sovereign civilians."
He lifted a third. "Loss of an active S-class threat."
He lifted a fourth. "And total incompetence in national emergency response."
The silence in the grand amphitheater was total, heavy, and deeply humiliating. The highest authorities in the magical world sat entirely paralyzed by a twenty-year-old wizard.
Kai shrugged his shoulders, his lazy, casual demeanor returning in a flash as he dropped his hands back into his pockets. "Those are the actual legal charges, Chairman. And they belong entirely to this Council. Not to me, and certainly not to Fairy Tail."
He looked up at the row of stunned, pale faces, his grin widening into something deeply wicked.
"So, if we really want to press this issue and hand out punishments, let's go ahead and do it on both sides. We can pack up right now, take a carriage down to Crocus, and present this entire sequence of events directly in front of His Majesty, King Toma. I'm sure the crown would absolutely love to hear how the Council handles its security details."
Kai let the threat hang in the air for three agonizing seconds, letting them chew on the absolute ruin a royal inquiry would bring down upon their positions.
"Or," Kai drawled, his voice softening into an easy, reasonable purr, "we can all act like reasonable adults here. You take responsibility for your massive operational screw-ups, we take credit for saving the coast, and we drop this tedious little blame game entirely. How does that sound?"
