The Adventurer's Guild and the Royal Capital were clearly aware of this layer of complexity and would naturally send suitable strong forces to support the Cold Jade Province if top-tier strength was insufficient, to avoid devastating blows to mid-to-low level adventurers and the army.
Therefore, unless the Royal Capital allowed the Cold Jade Province to fall, the reinforcement of epic combat power was absolutely set in stone.
