He scoffed.

Internally, he cursed Hiruzen's stupidity.
The man had died and left him with this mess.
Those few million points would have emptied Konoha's entire savings from the start of the game.
Fortunately, the Evil God's loot had given the village a lifeline.
He would never hand that treasure to these greedy wolves.

Ōnoki's stare turned icy,
then contemptuous. He shook his head in disbelief.
Danzo's voice was flat.

Would you still be here threatening me now?"
"Very well."
Ōnoki said nothing more.
If negotiations were over—and ending with such betrayal—there was no point in talking.
He floated out of the meeting room.
Rasa's smile froze on his face, growing increasingly awkward.
"Lord Hokage, have you considered the consequences of this?"
Of all the villages,
Sunagakure and Konoha had the most amicable relationship.
With that in mind, he wanted to give Konoha a final warning.
Danzo shot him a disgusted glance.
"Lord Kazekage, this Hokage's decisions are not yours to question.
Don't forget—who has always supported your weak village?"
Without their alliance,
Sunagakure would've been torn apart long ago.
Did he think he still had the right to speak?
I am the Hokage now.
That high-and-mighty tone made Rasa's brow twitch.
He turned and walked away without another word.
"Hokage, if you're backing out, there will be consequences."
Mei Terumī still wore her smile,
but the meeting room's temperature spiked dramatically.
She walked to the door,
and without turning back, said,
"Expect Kirigakure's declaration of war on your desk in a few days."
She had long wanted to reform Kirigakure.
Internal tensions were at a boiling point.
She was thrilled.
Konoha's idiocy had come at the perfect time to divert attention.
Meeting adjourned.
Danzo, still in Hiruzen's skin, returned to Konoha.
The streets were bustling.
Ninjas and civilians worked tirelessly to transport supplies, rebuild the walls and buildings ravaged by the Evil God.

Danzo squinted in delight, nodding kindly to every greeting he received.
At the climax of the Evil God battle,
the image of "Hiruzen sacrificing himself to save the village" had been burned into everyone's memory.

"Hiruzen, you're backing out?!"
Inside the Hokage's office,
advisors Koharu Utatane and Homura Mitokado stared in disbelief.
Danzo scowled.
"Backing out?"
"You think draining Konoha dry, handing all the loot to our enemies, makes you a saint?"
He had long despised Hiruzen's way of doing things.
Now that he held power, he wouldn't let anyone push him around.
Even if Konoha lost its "Big Five" title,
with top players like Tsunade, Naruto, and Asuma,
the village had already recovered.
It was no weaker than the others.
If war came,
Konoha's shinobi wouldn't back down.
Most importantly—
How had his conversation with the other villages already leaked to the advisors?

So what?"
"What about the civilian ninja? Are we just ignoring their efforts and handing everything to the clans?"
"From this moment on—things will run differently."
"Yes, we'll hold a Hokage council.
But not some closed-door clan meeting."
"We'll hold a public livestream.
For all of Konoha to witness!"

The two advisors' expressions shifted.
