I work in a highrise downtown. Fenja's smashing things a couple blocks over. Vivace is running away from her. If you're around 5th and Temple, either run or find somewhere to bunker down.

Nah, I'm good. Like, holy shit did they get messed up. Fenja showed up to and only managed to get herself captured. MM came in and foamed Menja, then the new guy oneshot Fenja just like he did her sis. MM foamed her too and Dauntless went off to chase Vivace.

Alright, I made some calls and am ready to inform you of…exactly nothing. This guy did not exist before this fight. There are no records anywhere of a cape with blue hair and a spear who operated without a mask.
Best guess? This guy is either trying to rebrand or has never gone out before. Given how…effective he is, it's probably the former. Also, we have a name. My PRT friends told me he called himself Lancer.

Greetings, fellow Brocktonites! This is the new thread for our newest hero Lancer.
At present, we don't know too much about him. I will update the thread as we learn more.
Powers:
Easily a Brute 5 at least for his strength and durability if not higher. (See how easily he defeated Fenja and Menja [HERE])
Mover 3-4 (See the same video above)
Potential Stranger/Changer 1(He does not wear a mask but no one can determine who he is. It is speculated he either has some ability that hides his identity or he is able to alter his physical appearance)
Potential Thinker 1(Was almost supernaturally good with his spear to the point where it is likely he has some form of power-assisted help using the weapon)
EDIT:
Suspected Striker/Breaker 1-2(Despite the enormous force exerted upon it, his spear did not break. He likely has a means to empower it to be as durable as he is)
Details:
Wears a blue costume with no mask.
Carries and uses a red spear to fight.

The common(though unconfirmed) assumption is that Lancer can empower himself and objects he is holding. We are still waiting for official confirmation from the man himself.

Nope. Watch the video again. Look at Menja's downed body when MM comes into frame. You see how the concrete looks like its wrapping around her? Thats not even mentioning how she didn't so much as twitch after Lancer hit her. She was down before MM got there.

Hard agree, but that's not the point. That hit was hard enough to drive a powered up Menja practically to the ground. I dont think one of Armsmaster's polearms would have survived that hit.

Brockton Bay finds itself home to yet another new Parahuman! There must be something in the water around here.
New cape is currently unnamed.(EDIT: Thanks to Glory Girl, we now know her name is Cletiné. It's gaelic. It was one of the spears of a hero from Irish myth. It translates to Little Spear or Dancing Spear or…Something. It's hard to find an exact meaning in english. If anyone speaks Gaelic, please inform me of the proper translation.)
Powers:
Blaster 2/Mover 3(Can create spears out of nothing and ride them around for flight.)
Brute 1/Mover 2(Seen [HERE] leaping across Jefferson Street's six lanes from building to building and [HERE] running at superhuman speeds)
Details:
Wears a black and gold costume.
Carries a golden spear.

It would make sense. Lancer clearly isn't a rookie. If his daughter/niece got powers, it would make sense why he suddenly decided to involve himself in the cape scene. He wants to keep her safe.

As far as powers go it looks like you guys have already put together everything I'd tell you. She can make spears. She can move fast and she's also really nice. She did say she is on a team with Lancer, but outside of that I'm not going to say anything more.
