His promotion was a logical progression since he had already gathered all the necessary elements at Candlefort; he only needed the Extraordinary Relics of the Mind Path, which he acquired after devouring the Main Brain. The ascension to Demigod does not have the complexities of the True God's Divine Investiture ceremony; it is the freest form of ascension in pseudo-divine power, achievable without followers or a church as long as the conditions are met.
Many people remain permanently at the Demigod realm, as they are not confined within a Divine Kingdom.
