"How about Persia?" Vice Admiral Plato selected Persia as the primary target and provided a rationale: "The Empire's relationship with Persia is average, and their power is not overly strong. Moreover, Persia has the longest coastline in the Persian Gulf and Oman Bay, with numerous islands we can choose from. It's not necessary to occupy them like the Beibu Gulf territory; leasing would suffice as long as it meets our current needs."
