The one who cut off the man's arm was undoubtedly Ryuji. The reason Ryuji didn't go for the man's neck was because {Ghouls} are different from {Demons}. Cutting the neck doesn't necessarily paralyze the entire body. So, even if Ryuji cut off the man's neck, Kaneki Ken might still be strangled.

"Since when did it become your turn to boss around in Zone 20? And right near our antique shop's stronghold!" Touka Kirishima said coldly to Nishio Jin.
"You guys at the antique shop are just a bunch of rats trying to survive! Who gave you the right to control Zone 20? When Rei Shindai was causing chaos in Zone 20, what were you bunch doing? Nothing! Now that Rei Shindai is dead, you dare to come out and act tough?!" Nishio Jin, the man with glasses, was very displeased with the {Ghouls} at the antique coffee shop where Touka Kirishima was.
"Nishio Jin, aren't you also hiding in Zone 20 trying to survive? Rei Shindai never harmed his kind casually, but what about you?! How many of your kind who intruded on your territory have you killed? You only hide in your nest! If you've got the guts, go fight the CCG's White Crane!" Touka Kirishima was extremely disgusted with Nishio Jin's behavior.
Just as Ryuji was about to make his move to take down Nishio Jin, Yoshimura Kousan suddenly appeared and stopped him.
Yoshimura Kousan didn't stop Ryuji with his bare hands but released a Kagune. His Kagune was also a feather-type, but very different from Touka Kirishima's. Usually, feather-type Kagune don't have a fixed gaseous form, but Yoshimura's Kagune was solid. It resembled an arm but lacked a fist or palm, with a sharp spearhead at the tip. Because the Kagune sprouted from his shoulder, it looked like Yoshimura had grown a brand new arm.
