Somehow, in the span of a few minutes, Adam had found himself with the responsibility of formally being in charge of the vault and its population with a title and an office. Karla was such a storm of a woman that he was swept along by her speed and quickly found himself with literal paperwork on his desk looking over the proposed wages for each job as well as a few other recommendations that Karla had written up for him. He had done the one thing he wanted to do by visiting Karla, give her all the caps he had set aside for the Vault from the loot. It was not an insubstantial sum, more than enough to give the Vault a hefty boon to start off with. He had other things he wanted to do today but for now it seemed he had paperwork to do. This was exactly why he stayed as an enlisted man and didn't take the officer track. Paperwork sucks.
However all the paperwork did put a new idea in his head. And not at all because he didn't want to continue to do this paperwork all alone. No, not at all. He accepted the role of Mayor of the Vault. He refused the classic overseer title after all, no matter how fitting it was, it left a bad taste in his mouth considering what the last one did. However that did not mean he had to shoulder the burden alone. What the Vault needed was a council. A place for the heads of departments to come together to speak on their issues and give opinions. If he was to make the final call so be it, but he certainly knew his limits and having people on call that he could tap for expertise or advice would make a huge difference. Not only that the reality was he was not home all the time. And all his friends were on rotation to come with him, based on the mission at hand. So they couldn't simply take the role of his understudy or perhaps a deputy mayor. Besides, a council made up of several people felt far more democratic, and that was what he fought for before the world ended after all. In his absence the council could handle the day to day issues in the Vault and leave him the big questions that needed answers. It took pressure off him and let them still have him as the leader.
With this new idea Adam made this official. He went around to each person he had earmarked for the job. First was Karla, obviously. She was the numbers girl, she ran the accounting and the books, if he wanted someone to be on call for Vault issues that need solving she would be essential. Not to mention it was a bit of payback for her forcing him into the role of mayor. When he spoke to her about it, he did not give her the option to say no.
After Karla, Peyton was the next obvious pick. This Vault was an enclosed society, of course traders would hopefully come and they could go out and buy food like they have been as well as the various other things the Vault needed. But ultimately it was Adam's hope they could grow most of what they needed down here. They could get more varieties of meat from the markets as needed, but between the fish farm and the actual farm they would be able to sustain themselves forever in theory. To that end Jefferson would be a good pick to keep a finger on the pulse of the food situation, but Peyton was a better choice in this matter. She had been chosen last time to handle inventory. But not just food inventory but also inventory of everything else in the Vault. In other words she was in charge of keeping track of all the stuff the Vault had and needed. She could easily ask Jefferson if he needed something for growing and in the meantime she could pass on her knowledge of what the Vault needed or had in spades at the meetings. When Adam came to ask her about joining the council she seemed completely apathetic to the idea but did not argue with the request when Adam asked.
Next was Doctor Tott. The reason was simple. He was a doctor. There was nothing more important to a town, especially one enclosed such as this, as its health. He would be able to directly pose his concerns and queries to the council if he was a part of it, as well as directly make requests for specific medical equipment to the top. However contrary to expectations Dr. Tott was vehemently against joining any sort of ruling body. He agreed to, when necessary, offer his expertise or warnings about potential health risks appearing in the Vault, but he had no interest in doing anything other than being a doctor. Adam was disappointed but respected his wishes and left it at that. He could help out when it was necessary, nothing to be done if he simply wanted nothing to do with the job.
Lastly was a representative from the Vault Guard. As the people in charge of security it was imperative they were clued in on any changes in the Vault as well as kept apprised of issues, as well as raising their own concerns. Which led Adam to the next issue. Currently the Vault Guard had no leader. Or rather, they did, Paxton. However Lieutenant Paxton was not planning to stay, he was only here until the contract was up. Which, considering the contract had no time limit, he was quite dedicated to the role. Or perhaps he was taking advantage of the free room and board, who could say. In either case this was not a long term solution, so they needed a leader. Eventually, after sitting down with all the Vault Guard members and explaining this issue to them, after a discussion among themselves, they settled on a Captain, Cortland.
Cortland was a strong willed and dedicated man who took his training more seriously than anyone else, however he also had a soft side and was a great team player. Adam had never shared a word with him until this moment but the other's faith in him was clear and so, with a humble acceptance speech from him, he was elected to the Captain of the Vault Guard as well as to a seat on the council.
This was Adam's last pick for the council, however the seats were not exclusive to these people, and the possibility for more to join the group was more than open as the future came. However he was fine with these 3 to sit in command of the Vault in his absence. Though, for good measure, and to tap their expertise as well, Adam also asked Mira and Deccanus to join from time to time. They could shed themselves of the burden of leadership all the time like the other three were taking up, but they would be welcome to sit in on meetings or offer their opinions or votes, if that was a thing, when they wanted.
Mira was an obvious choice, a very intelligent and skilled woman who has seen a lot and been through a lot. Not to mention her Brotherhood training and large rolodex of information she had in her head. She agreed to help but only from time to time. She was not too comfortable with the idea of doing it full time.
Deccanus was picked because he already had lived a life with a successful and thriving society and while he lacked the leadership skills of someone else in his place there was no reason he could not grow into that role. More than anything, like Adam, Deccanus had sort of taken the Vault under his wings and spent his own money to secure supplies to keep the Vault running with shipments of food. More than that he was also the Vault's hunter and scout, doing both those things on his own time when he was not traveling with Adam. It made sense that, for even just one of these things, he would be invited to join too. Deccanus' response was expected. He had no strong opinion of his own but was willing to help out where asked to go by Adam.
With that the foundation was set for some sort of proper structured government within the Vault. If nothing else the people now had someone to turn to for questions they may have.
So, finally, with his work as 'mayor' done, he could return to more personal matters. He did have another person to visit however, the day by now was nearly over so instead, after a quick meal, he headed to his room to sleep.
