After discussing with Peng Cheng and others, Chen Bin ultimately devised three rules to bind the people of the Loyalty Gang.
Firstly, one must unconditionally obey all decisions of the gang, stay loyal to the gang, and not disgrace the gang.
Secondly, stealing from Huaxia people is not allowed, and everyone must turn in the equivalent of 2,000 Huaxia Coins in Island Country Coins each month as a membership fee.
Lastly, anyone who successfully joins Chen Bang and wishes to leave Japan must report to their superior.
The people of the Loyalty Gang are all cunning thieves, forbidding them from stealing is absolutely impossible.
The only thing Chen Bin can do is ensure they do not harm Huaxia people.
As for the 2,000 Huaxia Coins a month, besides increasing membership fee income, it's also to strengthen their sense of belonging.
After all, once they've paid money, if anything happens, they will seek out the organization.
