The sky over Amegakure did not simply rain; it wept.

It was a perpetual, suffocating deluge that washed over the brutalist, towering architecture of the isolated city. The endless downpour swallowed the sounds of life, leaving only the rhythmic, metallic drumming of water striking steel pipes and concrete spires.

High above the labyrinthine streets, jutting out from the slick facade of the central tower, an enormous, grotesque stone face served as a macabre gargoyle. Its jaw was unhinged, an elongated stone tongue etched outward into the abyss of the storm. However, aside from him, no one knew that the constant rain was because of him… a jutsu where every drop of this rain was infused with his chakra, acting as a sensory surveillance system. It allowed him to immediately detect the chakra signature of any intruder.

Sitting cross-legged at the very edge of that tongue, entirely unbothered by the freezing rain soaking through his black cloak, was a man who believed he stood above the storm itself.

His striking orange hair was plastered to his forehead, framing a face pierced with multiple black chakra receivers… three across the bridge of his nose, six descending his ears, and two hooking the corners of his mouth. But it was his eyes that commanded the heavens. They possessed no white sclera, no iris, no pupil. Instead, they were a mesmerizing, ripple-like pattern of concentric black rings expanding across a violet void.

The Rinnegan.

Pein sat in absolute, terrifying stillness. He was deep in thought, his divine gaze fixed upon the gloomy, drowned expanse of his village, monitoring the subtle shifts in the rain that acted as an extension of his own nervous system.

"Pein..."

The voice materialized from the heavy downpour, deep and warped by the curvature of a mask.

Pein did not flinch, nor did he turn his head to see who was calling for him. His violet eyes continued to stare out at the gray horizon.

"Obito..." Pein acknowledged, his voice a flat, emotionless drone that cut effortlessly through the sound of the rain.

Standing atop the crown of the stone face, looking down at the purported god of the Rain Village, was the masked mastermind. The spiral patterns of his orange mask funneled toward the single, dark void of his right eye. He stood with his arms crossed, his Akatsuki cloak whipping violently in the wind.

"Three of our members have died," Obito stated, skipping any semblance of a greeting. "Kakuzu of the Waterfall, then Sasori of the Red Sand… then Deidara of the Explosion Corps. I assume you've already taken measures to find their replacements?"

Pein stayed silent for a long moment, the water running down his pale cheeks resembling tears he was incapable of shedding. He blinked, a slow, deliberate drop of his eyelids.

"I've assigned Konan to seek out suitable candidates alongside Kisame," Pein finally replied, his tone devoid of frustration despite the catastrophic loss in their ranks.

"...Kisame?" Obito's brow raised beneath his mask, the subtle shift in his tone betraying his questioning. "What about Itachi? You should have deployed Itachi and Kisame together. I explicitly told you that once paired, those two must always remain in each other's company."

"The group's dynamic has been fundamentally destabilized," Pein replied coldly, dismissing the masked man's structural concerns with the pragmatism of a battlefield commander. "With Kakuzu gone, our financial arteries have been severed. Wars and extractions are expensive. Itachi will be operating solo, hunting high-value missing-nin to collect bounties and fund our ongoing operations. He is efficient enough to manage without his partner for now."

"..."

Obito did not reply immediately. He knew perfectly well how dire their staffing situation had become. The Akatsuki, once a terrifying pantheon of ten S-rank monsters, had been violently pruned. The only active members remaining were himself, Pein, Konan, Hidan, Zetsu, Kisame, and Itachi. With the artist, the puppeteer, and the immortal treasurer erased from the board, the organization's combined military strength and logistical reach had dropped massively.

"I'll have Zetsu search for suitable anomalies in Kumogakure," Obito finally decided, his voice tightening. "I'll see what strings I can pull from the shadows as well to replenish our numbers."

Pein offered no verbal response. He simply kept staring at the village, a silent sovereign watching his drowned kingdom.

Obito wasn't offended by the dismissal; he understood the mechanics of Pein's arrogance. However, before slipping back into the void, Obito looked down from his perch, his single eye locking onto the back of Pein's head.

"We need to watch out for Konoha," Obito warned, his voice dropping an octave, laced with a rare, genuine caution. "They harbor someone powerful there. An anomaly. Someone very... very powerful."

"I am aware of the variables," Pein replied without turning, the concentric rings of his Rinnegan glowing faintly in the dim light. "But it does not matter. No matter how powerful a mortal may be... they cannot compare to a god."

Hearing the absolute, blinding conviction in Pein's voice, Obito opted not to argue. It was exactly this unshakeable delusion of divinity that made Nagato such a useful, devastating tool.

Without another word, the space around Obito began to spiral, twisting his physical form into a concentrated vortex.

'A god...' Obito thought, a dark, cynical amusement curling his lips behind the mask as the Kamui dimension swallowed him whole. 'Will a god like you be able to withstand the gravity of that blonde man? I am exceedingly interested to see that happen...'

A week had passed since the rescue of the Kazekage, and Konohagakure was in a state of carefully orchestrated, euphoric chaos.

Tsunade Senju did not merely release a public statement; she detonated a political shockwave across the continent. Standing before the gathered masses of the village, she officially declared the birth of a new legend. Yuki Haku… a teenager barely older than the current crop of newly minted Chunin… was formally classified as an S-rank shinobi of the Leaf.

She detailed his horrific, singular efficiency. The public was already vaguely aware of his legendary hunt years ago, where he had dragged the corpse of the immortal Kakuzu to the authorities of Takigakure, earning millions of Ryo and terrifying the underground bounties. Now, Tsunade revealed his execution of Sasori of the Red Sand, a monster feared even by Sunagakure's elite, as well as his complete dismantling of the explosive terrorist, Deidara. Alaric didn't mind not being mentioned, he didn't really need the fame nor the praise.

In the same breath, Tsunade stripped away the shadows hiding the Akatsuki. She exposed the organization to the light, detailing their terroristic ambitions, their assault on Suna, and their insidious goal of hunting the Tailed Beasts. She painted them not as mythic phantoms, but as the worst dregs of humanity… a global infection that Konoha was actively curing.

Because of that fiery, unapologetic declaration, Tsunade's message spread like wildfire.

The other hidden villages, always maintaining a dense network of spies within Konoha's walls, intercepted the intel immediately. The revelation of the Akatsuki as a unified terrorist organization forced the Kage of other nations to scramble, re-evaluating their border securities and the safety of their own Jinchuriki.

But it was the news of Haku that truly sent tremors through the geopolitical landscape.

The other villages grew deeply, bitterly envious of Konoha. It seemed that no matter the era, no matter the devastating losses they suffered, the Village Hidden in the Leaves perpetually produced transcendent powerhouses. First Hashirama and Madara, then the Sannin, the White Fang, the Yellow Flash, and now, the Ice Devil.

Furthermore, the relentless intelligence gathering of foreign spies had unearthed another, infinitely more terrifying rumor. They whispered of a single individual named Alaric… the enigmatic teacher of Haku, the architect who had forged the Ice Devil into an S-rank weapon.

If the student was capable of slaughtering immortal Akatsuki members, what kind of god-like catastrophe was the master?

Because of this creeping, existential dread, the international posture toward Konoha shifted dramatically overnight.

Kumogakure, historically the most aggressive and militaristic of the Five Great Nations, went completely, uncharacteristically silent. The Raikage, usually eager to test Konoha's borders, ordered his forces to stand down, absolutely unwilling to provoke a village that had suddenly manifested a new S-rank juggernaut and harbored an unknown entity of potentially greater strength.

Kirigakure, still currently struggling to rebuild from the ashes of the Blood Mist era, sent a high-ranking ambassador to Konoha's gates with unprecedented speed. Aiming to forge a desperate alliance, the Mizukage practically stated that the Mist was willing to concede to whatever security terms Konoha desired in exchange for mutual protection, fully aware that out of the major villages, Kiri was now arguably the weakest.

Only Iwagakure, Konoha's stubborn and perpetually bitter rival, attempted to fight back. The Tsuchikage kept releasing frantic rumors that Konoha was simply lying to the public, inflating the feats of a teenager to receive more lucrative mission contracts and extort funds from their Daimyo. It was a transparently defensive move, born of pure fear, especially since Iwa's own Daimyo had begun expressing keen interest in contracting Konoha's elite over their own.

Yet, beneath the glittering veneer of public triumph and international dominance, the heart of Konoha's administration was suffocating.

Hokage Tower - The Office

Tsunade Senju sat behind her desk, the picture of exhausted desperation.

Despite her brilliant political maneuvering, despite successfully intimidating rival nations and elevating the village's prestige to heights unseen since the Third Shinobi World War, a singular, massive blade still hung over her neck.

The Daimyo of the Fire Country.

The eccentric, disconnected aristocrat had remained shockingly stubborn. Despite the reports of Konoha's renewed strength, the Daimyo's advisors were still aggressively pushing to limit the village's annual funding, arguing that such overwhelming power meant the village required less financial support to maintain its borders, not more.

Tsunade had finally hit a wall. She had consulted her advisors, Homura and Koharu, who had offered nothing but bureaucratic platitudes. Finally, in a moment of quiet candor, Hiruzen Sarutobi had recommended she approach the one man who operated entirely outside the traditional constraints of shinobi logic.

Alaric Kenway.

However, Hiruzen had offered a stern warning: 'Alaric is a man of his word, but he is not a man of charity. He does not perform miracles for free. He is exceptionally expensive to hire, even if he wears our headband.'

Right now, Alaric sat comfortably on the plush leather sofa opposite Tsunade's desk. He didn't look like a subordinate receiving a briefing; he looked like a wealthy investor auditing a failing company.

"Hmm..." Alaric hummed, a low, resonant sound as his eyes flicked rapidly across the contents of eight separate scrolls, all bearing the heavy, ornate wax stamp of the Fire Daimyo's seal.

He absorbed the economic jargon, the thinly veiled threats wrapped in courtly politeness, and the disastrous budget projections.

"It seems like the Daimyo's actually serious about cutting the funds for the village," Alaric concluded, tossing the final scroll onto the glass coffee table with a soft clatter. "That's not good."

"That's not only 'not good,'" Tsunade sighed, a long, weary sound as she reached up to massage her throbbing temples. She cast a dark look at her desk, noting the sheer volume of paperwork generated by the daily, microscopic tragedies of running a village. "It's bad... catastrophic, even. If the primary funding gets slashed by the percentage they're suggesting, Konoha's infrastructure will suffer immediately. We won't be able to pay the Chunin standard hazard rates, and we might have to severely tax the civilian population just to stay afloat."

She dropped her hands, her expression hardening into a grimace. "And our taxes are already high enough to support the post-invasion reconstruction. If we tax them more, it will stress the population to the breaking point. Discontent breeds rebellion."

Alaric listened intently, nodding his head in rhythmic understanding. This was indeed a deeply problematic structural issue. Military might was useless if the economy funding the logistics collapsed underneath it.

"So," Alaric leaned back against the cushions, his blue eyes locking onto the Hokage's amber gaze. "The reason why you called me here... you want me to engineer a fix for the problem?"

Tsunade stared at Alaric for a long, calculating moment before sighing again and giving a firm nod of her head.

"Yes," Tsunade stated, her voice returning to the commanding timbre of the Godaime. "If you can somehow navigate this political nightmare and force the Daimyo to abandon these cuts... I will personally authorize a high-end S-rank payout. Ten million Ryo. And I will authorize three million to be transferred to your accounts upfront, purely as an operational retainer."

Hearing the numbers, the heavy, serious atmosphere around Alaric instantly evaporated.

He couldn't contain the sharp, predatory smirk that spread across his face. He straightened his back, lifting himself from the casual slouch on the sofa, his eyes gleaming with the unmistakable, joyous thrill of a ruthless capitalist smelling blood in the water.

"Now," Alaric grinned, clapping his hands together once, "that's how you do business!"
