Chairman Fang flipped through the contact list for Director Huang of the Judicial Bureau. As he prepared to call, he realized it was already late, so he resisted the impulse.
He waited until the next morning to call, smilingly asking if Director Huang was in the office, mentioning that he had some matters to discuss in person.
