When he heard their verbal report, he couldn't believe his ears. He, who fought in the first Shinobi war and led the village as its Hokage through the second and third Shinobi wars, has seen many die countless times; he had become numb to it a long time ago. He is on the pinnacle of experience of what a shinobi can do to achieve his mission or dispose of his adversary.
So, when he heard that one of his Anbu operatives had kept one of his comrades alive even after they got their heart and lungs pierced, a situation that meant certain death in the shinobi world, he couldn't believe it.
"Ryuu, my boy, excuse my disbelief, but are you sure that you have healed Neko's pierced heart and restarted it?" Hiruzen asked with a face filled with astonishment and disbelief, which increased when Ryuu nodded.
"We were there, Hokage-sama. Neko's heart wasn't beating for some time as Ryuu was healing her grave wounds. And after he was done, he used a lightning jutsu I have never seen before. He used it on Neko's still form three times, which got Buntaicho agitated, seeing Ryuu using a lightning jutsu. Buntaicho was about to go and stop Ryuu, only for him to be stopped by Phoenix, and that was when we heard Neko's heart start beating again, taking in a breath by herself a few moments later." Tenzo said, looking directly at Hiruzen, whose face had a complicated expression.
"Ryuu," Hiruzen looked at Ryuu before continuing, "Tell me the details of Neko's injuries, and walk me through the operation you conducted. Tell me about the jutsu you used to restart her heart."
"As you wish, Hokage-sama. The cause of Neko's injuries was the same technique that Hidan used to injure me. This time, the high priest went for the vital organs. His wea...….." Ryuu took almost half an hour describing Neko's wounds, the operation, how he healed her, the new jutsu he used, the concept behind it, how he used it (without mentioning the hand seals needed), and its effects.
Hiruzen sat quietly, listening with no small amount of disbelief, amazement, fascination, and pride until Ryuu finished his report.
Ryuu had basically done what many thought was impossible, if anyone had thought of that. He had basically stopped death from claiming Neko.
"Can this jutsu be fielded, Ryuu?" Hiruzen asked. Such a jutsu would be a blessing, but Hiruzen knew that it wouldn't be simple at all.
"While the jutsu itself isn't too complicated for experienced Lightning release users, it is almost useless for them to use," Ryuu replied
"Elaborate," Hiruzen said as he and the others looked at Ryuu.
"The jutsu itself would be useless without being an experienced medical ninja using it. Let's take Inu, for example, as an excellent user of Lightning Release; he would learn the jutsu easily, but how will he come to use it? Most injuries that are encountered on the field that may cause the heart to stop would need a ninja with experience in medical jutsu and field surgery to heal his patient well enough to use the jutsu and try to restart the heart." Ryuu said while the other listened silently.
"The situation is also the same for medical nin. They would need to have a deep understanding and practice with Lightning Release for them to be able to safely use this jutsu. The jutsu needs precise control to be used safely, as I don't need to explain how volatile and hard to control lightning release is." Ryuu finished, making a moment of silence descend on the office.
"So, for the jutsu to be used effectively, its wielder needs to be an experienced medical ninja with knowledge of lightning release, which is already rare in Konoha," Hiruzen said with a sigh as he took a deep breath through his smoke pipe.
Hiruzen smoked silently for a few moments, deep in thought, before looking at Ryuu.
"Are you going to submit that jutsu to Konoha's jutsu archive?" Hiruzen asked
"I have no problem. But as I said, it is useless and even dangerous if its requirements aren't met." Ryuu replied, with Hiruzen nodding slightly as he smoked his pipe.
"A lightning jutsu with high B/low A-rank learning difficulty, but it will be given an S-rank for its requirements of medical expertise and knowledge, along with sufficient control over lightning release. The jutsu will also be a village secret; no one is to speak of its existence until further notice," Hiruzen said as he let the smoke out of his lungs. He knew the jutsu had immense value, even though it had very difficult requirements.
"Have the Jutsu description and details written and delivered to me. It will be added to the Scroll of Seals. You will be compensated by an S-rank jutsu or anything you want of equal value." Hiruzen said with a small, proud smile.
"Thank you, Hokage-sama," Ryuu said, to which Hiruzen gave a nod before looking at the two teams.
"You all have the rest of the week off before returning to duty; just make sure to write individual reports of the mission as soon as possible and bring them to me," Hiruzen said before looking back at Ryuu.
"Keep monitoring Neko's situation and give me regular updates," Hiruzen said, to which Ryuu nodded.
"Also," Hiruzen said as he pulled out a paper and started writing.
A couple of moments later, he signed it before rolling it up and giving it to Team Shi.
"Give this to Ibiki as you deliver him one of the high priests. It has all he needs to know." Hiruzen said, to which Ryuu and Phoenix nodded.
"You are all dismissed. Great job." Hiruzen said, to which the two teams bowed before disappearing in a body flicker.
Hiruzen leaned back in his chair as he smoked his pipe for a couple of minutes before putting it out and returning to his paperwork.
A few minutes later, in the IT Department;
Team Shi walked through the dimly lit main corridor of the basement of the IT department, which serves as the main holding/torture chambers area, with the main prison of Konoha being in a different location.
Ryuu reached the door where he felt Ibiki's signature before knocking.
Knock, knock, knock.
Ryuu just pushes the door open before getting a reply, with Phoenix standing behind him. Looking inside, he saw Ibiki looking over his shoulder back at Ryuu. Ibiki seemed to be in the middle of interrogating someone who was battered and breathing heavily. Next to Ibiki stood someone that Ryuu hadn't seen in some time and was quite surprised to feel her signature.
"Can I help you?" Ibiki said in his usual blank tone.
"A word in private," Ryuu replied, to which Ibiki's eyes narrowed slightly before looking at who was beside him.
"Stay here and don't kill him or affect his ability to speak clearly," Ibiki ordered.
"Yeah, yeah, I know. Don't worry. He will be delighted with his stay with me." Came the reply from one Anko Mitarashi, who turned to look at the prisoner with a sadistic smile blooming on her young face that made the prisoner visibly shiver.
Ibiki grunted before walking out of the chamber and closing the door. He then turned to look at Ryuu, who presented the paper written by Hiruzen to Ibiki, who took it and opened it.
After reading the paper's contents, Ibiki looked at Ryuu with a look that said that he didn't fully comprehend or believe what he was reading.
"Do you have an empty chamber?" Ryuu asked, to which Ibiki nodded slowly before leading them to one.
As they entered and closed the door, Ryuu took out one of the prisoner scrolls that he was carrying before unsealing who was inside (it was the first priest they took down).

A headless body lay there with its head nearby.
Ibiki looked at the body and its head with a blank expression and was about to ask if this was a joke, only for his scarred face, which was usually frowning, to twist into an expression of shock and disbelief upon seeing the eyes on the head move, looking at him and the members of team Shi with an expression of pure hatred and malice.
Ibiki blinked multiple times as he took in the sight in front of him.
"You are free to try anything you like. Just give a report directly to the Hokage if you find anything." Ryuu said, before he, along with Phoenix, disappeared in a body flicker.
Leaving Ibiki, whose face's expression turned to one of twisted delight as he looked at his new victim, whom Ibiki knew wouldn't break by his usual techniques.
