"That's actually quite simple," Mo Shu lazily started speaking, "Just build a few community management offices for them, in the area elect those who have a strong voice, people with local prestige, who can earn trust and respect. Elect them as Community Administrators, form an organization, call it something like the Residents' Committee, give them a bit of authority, combined with their influence, they can manage these people well."
As soon as she spoke, all eyes fell on Mo Shu's face.
Mo Shu seemed exceptionally composed; she calmly stated, "To ordinary citizens, officials are generally seen as unreachable, but those who already have some prestige, if you give them the small authority of an official, they will be motivated. When disputes arise among the populace, having these people manage and intervene eases much of the local government's pressures. What do you all think?"
The Emperor's eyes had already lit up; he looked at his daughter with full admiration, saying, "Good!"
