West Harbor City was a port-type city, and the West Harbor Dock was its city center.
But unlike other cities, the city center here was very quiet.
Because of the dock's importance, apart from service institutions like the Mercenary Guild, the Temple of the Sea God, and the Empire Bank, the rest were administrative personnel planted there by the Verna Family.
For convenience of management, the Verna Family had set aside a commercial district not far from the dock.
The commercial district was originally a cargo trading hub.
Whenever a fishing boat returned to port, the clerk would inspect the vessel and report the quantity of goods to the tax officer.
After the buyer and seller completed their transaction in the commercial district, the buyer could then come to the dock to pick up the goods.
Every single sale, even if it was the same batch of goods, as long as it changed hands, the tax officer would levy a tax.
