The Command Center building had never been the busiest in District 1 before today. Indeed, it was located in the center of District 1, but it was mostly used to monitor the situation in the East Block.
Hundreds of surveillance cameras were installed in the East Block, and the Command Center had full access to them. The main hall of the Command Center building was very large, consisting of hundreds of monitors showing footage taken by the cameras installed throughout the East Block.
Usually, all the monitors were on to show the current situation in the block, but today's situation was different because most of the monitors were turned off. It wasn't that the people in the Command Center had intentionally turned them off, but the cameras installed outside were destroyed by the zombies, and no images could be displayed on the monitors.
