"Wow, they're really generous, unlike the base that I have stayed at before. Big bases are really different," Camille said, obviously comparing the south base with the north base.
"Not all big bases are as generous as them. This base and the north base were all former military bases and the leaders are part of the military; that's why they could still be generous," Luciel said lazily.
The north and the south base still have core leaders from the military, and they still have a lot of soldiers, so they could still maintain their power and morals, so the bases that they were leading were still good and they're still generous. But he knew that not all bases could uphold such things and still consider more for the people that they have, just like a few of the large bases that he read about before.
