This gathering process, naturally, was very swift.
Soon, outside the Heavenly Palace Hall, thousands of ministers had already gathered.
Now, the Great Qin Territory has already ordained over a thousand state governors.
Apart from them, there are also state generals who command military power of a state.
Naturally, the court assembly could reach such a scale.
"Is everyone here?"
Lv Buwei stood with his hands behind his back on the steps in front of the Heavenly Palace Hall, loudly asking.
As the Chancellor of Qin, his voice was steady and powerful, carrying a kind of long-standing authority in the officialdom. As his voice fell, his gaze swept across the ministers below as if to capture each person's status in his sight.
"To the Chancellor."
Xiao He stepped forward and loudly responded, "The six ministers of Qin and all state governors have arrived."
"Very good."
Lv Buwei nodded, asking no more, with a hint of satisfaction on his face.
