The entire Jingling Court can actually be divided into several areas, with the Guard Court Thirteen Teams guarding most of them, except for special areas like the Palace of Penitence and the Central Underground Meeting Hall.
Currently, Rukia Kuchiki is imprisoned in the Palace of Penitence, awaiting the verdict of the "Central 46 Chamber". Her crime is granting ordinary humans the power of a Soul Reaper, which is a serious crime that could lead to either life or death.
Given the relationship between the great noble Kuchiki Byakuya and Rukia Kuchiki, unless the "Central 46 Chamber" loses its mind, they wouldn't sentence Rukia to the death penalty, which is a reasonable assumption. At most, she might be imprisoned for decades or centuries, which is a significant punishment for a Soul Reaper, but given their long lifespans, it actually doesn't amount to much.
