She looked up at Maru. "Furthermore, by embedding our medical testing teams within these public 'so called screening' vans, we can quietly evaluate local human biology, collect necessary tissue samples, and monitor potential subjects right in the open. It normalizes our presence".
Upon hearing her suggestion, they all began t discuss amongst themselves as they found her words reasonable. The police force after confirming authorized city permits, can convince the public and help maintain complete operational freedom.

Michael looked around the room, his tone ironclad."

Assassinating him in a hospital bed would turn a localized regional inquiry into a full-scale federal investigation involving the Department of Justice. Quive's rigid morality and dedication to procedural law are precisely what makes him useful. As long as he is investigating within the bounds of the law, he is predictable, and easily managed by our legal teams."
Benedict turned back to face the team, his gaze sharp. "Quive will remain untouched. Bill Curt will be formally reined in. In no uncertain terms would his sole duty deviate from the processing of the current test subjects and the safe receipt of the incoming European serum batches.
