"We will start working on military growth Plans, whilst also look at how to incorporate the newcomers over the next two days." Xun You explained, with Zhou Yu nodding beside him. "I think it is key that we send some of the newer units to the south to reinforce our southern armies, as well as some of the new ships that are in good condition."
"We will have to send orders for crew members to swap around the ships so that they can engrain in to our forces and tactics. We need to keep our senior Commanders here for the Kingdom founding." Zhou Yu replied, "We also have the Quinquereme to repair and the other that has arrived as a reward to place. Do we know if it has a crew?"
"We don't, the Sibylla arrived empty whilst the Bellona arrived full." Dom replied as the two Strategists questioned him.
"Then I'll find out, two Quinquereme in the south as Flagships will be deterrent at least. Once the third is repaired she can head north to Megara and be our Northern Flagship." Zhou Yu explained as he turned to Subutai.
"We'll also work on redistributing the officers, I hadn't planned to do this for a couple of months but now that we have new Cities it is needed." Subutai continued as Xun Yu stepped forwards.
"It's not only them, we'll need to redistribute the new population and find new Mayors and leaders for these areas." He explained, before turning to Shang Yang and Lucius. "I am thinking that we split the Kingdom in to four Governable areas and have a senior Governor that can oversee the Mayors. It will help us have more Junior Mayors and better governance control."
"I agree, we also need to use the Heroes Hall soon for another Civilian Hero if possible?" Shang Yang asked Dom, who knew that he had roles to use but didn't have the capacity to use them based on the games understanding of the Kingdom Size. Now that it had grown again, even with the arrival of the new Military Heroes, he was sure the cap would be relaxed slightly.
"I will try, I think the Governor idea is good." Dom replied, before asking, "How would it be split?"
"Four Corners, the Southwest of Plataea, Eruthros, Vindicta and Futurus. The South East of Elpis, Oeum, Jia and Nicyros. The North East of Serenity, Megara and Kos, with the North West being Riverside, Tranquillity and Noctus and Renatus." Xun Yu explained, "It is not perfect, the areas do not fully cross over, but we only have limited resoruce at this point."
"Once we grow our capability, we can shrink the areas to smaller town numbers and increase our Governors." Crassus agreed, as everyone looked at Lucius.
"Why are you looking at me?" Lucius asked, whilst Meritamen beside him put her arm on his shoulder.
"I think it's because they need the first Governor." Hatshepsut offered, whilst his face went pale.
"It's only temporary." Xun Yu put forwards politely.
"I am sure I have heard that before, and then my work load grew." Lucius replied, causing a laugh from those around him.
"If Lucius takes the North West and Artemisia the North East. That just leaves the southern two." Shang Yang explained, "Does anyone have any thoughts?"
"Elder Qin would be a good governor, but he is the Mayor of Tranquillity." Sun Shangxiang put forwards, having been silent up until now, there were some nods of heads in agreement though.
"I will move him to Plataea and he can manage the South West, it's a Military Zone but he should be able to deal with it with his vast knowledge." Shang Yang agreed, before silence again.
"And the South East? Elpis, Oeum, Jia and Nicyros?" Dom asked, as they all went silent.
"Hatshepsut is our best option or Umako." Xun Yu replied honestly, but was quickly shut down, not wanting to name any of the other department heads as they were too important for stability.
"I appreciate the offer, but my role here is too important." Hatshepsut explained politely, "Whilst I am sure Umako would agree."
"I am sure that he would." Cicero agreed for Umako. "We three need to stay Central to help stabilise and grow the Kingdom, in the future any of us would be happy to be a Governor of our growing Kingdom. Now is too early though. What about your friend Kai?"
"He is too young and inexperienced for now." Shang Yang replied immediately, "But he can be trained for the future."
"Then for now we need to think, we shall leave this one until your return in two days." Xun Yu stated, with nods of agreement. "We will plan the Ceremony, I do not believe you have long, what are your plans now?"
"I will give Hatshepsut the Dock Building Cubes and try the Heroes Hall, after that I will head to my bed to prepare to leave." Dom replied, before remembering. "We also have a San Hunter Warriors Hall I need to check!"

"Then Vindicta and Futurus have been fully founded." Shang Yang nodded as Subutai asked how many San Warriors arrived.
"Six of them, they are close to the Wu Dang Archers in type, however they are for the plains, rather than the mountains and jungles." Dom explained, whilst Subutai seemed to think for a moment.
"I will need to think on this, I intended to make them Legionaries as well originally." Subutai replied, whilst Xun You put his hand on his head.
"They still can be, but maybe a specialist unit in certain Cohorts." Xun You laughed, looking towards Crassus that gave him a thumbs up. They had adopted to using Crassus' unit types for numbers, but incorporated some of their own expertise in to the units themselves.
"Whilst this is great news, you are short on time." Meritamen stated, as Dom realised that an hour of his three hours had quickly disappeared. He quickly left the Palace and headed towards the Heroes Hall, with some of his Batavi Guards with him. Actumerus wasn't there and had gone to relax with the rest of the returning forces.
As they passed through the Inner Wall, Dom could see the thousands of Hoplite and Civilians being moved to different staging areas, whilst tables were being set up still to register them. Food was also being prepared nearby and a small number of Horse Archers were stationed nearby, being used as temporary messengers between the Riverside Staff that were registering and the Docks under Helena who were managing the unloading of the ships across Riverside and Tranquillity.
Dom soon arrived at the Heroes Hall, his sight not unseen by the many people waiting as they saw the black armoured Warrior with his giant guards strolling to the interesting looking building in the distance. Dom has noticed the new Hoplite Complex, a building that was far wider than the original hall and seemed to have several Barracks attached to it with a large space in the middle of them that acted as a training ground.
"System, can I roll another Hero?" Dom asked as he looked at the small Hall that had given him Heroes such as Lucius, Subutai, Gan Ning, Tomyris, Tomoe and Shang Yang.
[Based on current growth and housing capacity for Heroes, you can draw Two Heroes. You will have One Hero Roll locked until further growth in Hero Housing Capacity or Kingdom Capacity]
[Please Note that the arrivals of the new Heroes has impacted your Capacity and future Hero arrival will continue to be affected if growth of the Kingdom and Housing does not match.]
"Thanks system, please roll for a Civilian Hero!" Dom asked, understanding that the System was probably playing nice for him, two Civilian Heroes would make a huge difference depending on who they were and quickly shouted for one of his guards to inform Shang Yang, Xun Yu or Lucius.
[Library, Palace or Tomb]
Dom thought through the three options and as usual wasn't sure which choice to make. He already had a Library and a Palace, but didn't feel like a Tomb was something he needed. He felt more to what the words could mean, a Library could be related to someone with knowledge, where as a Palace could be linked to someone who was royal potentially.
"Library." Dom replied, deciding to not think to deep and to trust his gut.
[Rolling for Hero.....Ptolemy I Soter]
The doors to one of the rooms opened in the Heroes Hall, where the collection of seats were location in the centre. The fire was still lit even though it was warm outside and Dom felt that someone must come here everyday to light and maintain it. The doors revealed a muscular man in his fifties, he had thick greying hair and a crooked nose. His face was handsome and he wore a white toga with a sword strapped to his waist. In his hand was a scroll of parchment and he seemed exhausted.
[Ptolemy I Soter
Hero Grade - S
Hero Strength - Foresight and Builder
Half Brother of Alexander the great, even though his mother remarried when she was pregnant another man. He was a student of Aristotle and one of the Seven Somatophylakes or Bodyguards that protected the Macedonian King. He was a key General of his brother Alexander the Great and was known as a tactical genius, commanding troops both at Sea and on Land.
At the death of his brother, he claimed the satrap of Egypt as his empire split between his Generals and key family members, eventually claiming Cyprus, Cyrenaica and parts of Syria. He had many opportunities to become the true successor of Alexander, but carefully navigated around what was often seen as a cursed chalice.
He was the founded of the Ptolemy Dynasty which lasted for over three hundred years, and merged Greek and Egyptian Culture. He was the builder of the Library and Lighthouses of Alexandria. He married four times and had many children. Many of which married in to the families of the other Generals that split up Alexander's empire, creating him political security.]
"Welcome to Riverside." Dom welcomed as looked in surprise at the stats of his new Hero. He had read about Ptolemy before, a man known for his intelligence and being the ultimate winner after the death of Alexander the Great, he was just grateful that the one in front of him was the Governor of Egypt and not the Pharoah that he would eventually become.
"Thanks." Ptolemy said as he looked at Dom with intense eyes, as if judging the man in front of him and weighing up his own decision.
"You smell like him, clean but with a constant wish to fight and expand, conquer and conquer." Ptolemy began, his tone even as he weight up each word. "I see it in your eyes, the want, I just hope it doesn't consume you like it did him."
"It won't." A voice sounded from behind Dom as Shang Yang walked in, the door closing behind him as the old Prime Minister stood and looked at Ptolemy. "He just needs the right advisors around him, ones that do not have personal greed and are on our journey to create something ever lasting here."
"A nice dream, he is young for now, let's see what happens in the future." Ptolemy responded, before bowing his head towards Dom, "I am Ptolemy, Son of Phillip the Second and Brother of Alexander the Great as they now call him. I am in your service, be it leading your men or growing your Kingdom."
