Tom's ability to control objects isn't actually telekinesis but rather vector manipulation that produces telekinetic-looking effects.
Everything is in a constant state of motion where every particle vibrates. Everything that has motion can be described with vectors, and at the microscopic level matter is constantly undergoing motion or vibration.
Stay with me now, and keep an open mind to this logical theory.
Tom, a character who can manipulate vectors, could theoretically exploit that. But technically, this is manipulating the object's motion vectors.
Hence, Telekinetic effects ensue. So it isn't psychic influence on objects, but his ability to lock-on to the vibrational energy of the said mass.
So why limit him? Best to let my imagination run further and make him somewhat of a god, right?
Maybe I probably would, depending on how many screws I loosen for his absurdity.
Though I am writing this which is an explanation to quell that skepticism, I find my imaginative mind almost drooling at the thought of the lengths I could push him to if by some sense of despair he actually locks-in.
Before I start salivating, back to the theory…
Instead of every particle moving randomly, Tom makes their momentum changes collectively point in one direction. Of which I did not limit his ability to do so by physical contact only. And it is by this same principle he is able to transmute the structure of the earth as he pleases.
