They just want to go up there and carve out some territory for themselves.
According to their idea, as long as it's a place they occupy, it belongs to them.
After all, the moon is a land without an owner, and there isn't a single international treaty that takes effect here. This barren planet is ownerless, it doesn't belong to any force, whoever occupies it first gets it.
For this reason, their idea is quite simple: go up, plant a flag, then fence off a large area.
In other words, within their capacity, they would claim as much land as they could.
When the time comes, they just need to plant their flag there and announce it publicly, leaving others helpless against them.
If at that time some other party comes to the territory they have defined, then they would have legitimate reasons to resist.
Not just that, they also hold a slight attitude of learning. Or rather, instead of learning, "stealing" is more accurate.
