The attacks did not stop.

For the first few days, everyone had believed the scattered attacks were simply the work of desperate devil rebels refusing to accept Lilith's peace treaty.
That explanation had been convenient.

It gave the Authority a reason to increase patrols.
And most importantly, it gave everyone the comfort of believing that the situation could be solved by finding an enemy army and defeating it.
