Ordinarily, any materials from Mutated Zombies or Abyssal Creatures were supposed to be collected by the military; no one was allowed to take them.
Materials from Fourth Level Mutated Zombies, in particular, were considered strategic resources.
Of course, the military would provide adequate compensation. For example, the Points they earned from killing these Mutated Zombies could ultimately be converted into military merits or Huaxia Coins.
But there were always exceptions. For example, when Lin Xinghai said that the Elemental Crystals from Fourth Level Mutated Zombies could speed up Superpower recovery, both Zuo Wenya and Chen Yushi gave him their crystals without a second thought.
As commanders, they did indeed have the authority to requisition strategic resources during special circumstances.
As long as they provided a reasonable explanation afterward, the military wouldn't pursue the matter.
