He is also the Archbishop in charge of Cold Crow Valley.
The three Archbishops are the real powerholders within the Calamity Raven Church, aside from the Pope.

Two of the three Archbishops oversee Cold Crow Valley and the Isle of Calamity, respectively.
The other Archbishop controls the church's Apostle Corps and the Judgement Army.
As for Raven Saintess Shafuri, she doesn't actually hold much real power.
