Generally speaking, the usage fees are slightly higher in large cities, but not by much. If the fees are excessively high, cultivators would opt for other cities' cultivation towers.
Hongmeng City's cultivation tower is a Heavenly-level cultivation tower, but the most important part is the top three layers. As for the lower six layers, the fees can be decided by Luo Hao, the Tower Master, and Bai Han through discussion.
Currently, Jing Yan has not yet set the usage pricing for the top three layers of the cultivation tower.
