The records from the municipal archive were already spread across his desk.

He read the words several times.
Then he looked at Henry's notes.

The employment agencies.
The financial difficulties.
The medical problems.
The sudden offers of assistance.
The pattern was becoming clearer.
Someone had built a system around people's weaknesses.
But Arthur still didn't know who.
He reached for the telephone.
