In the construct of the World Council, these self-proclaimed kings and queens, these proclaimed emperors and empress are just monkeys dressing like a human and think themselves human
Legitimacy comes from the Seven World Powers and only these people legitimized by the world power have the right to speak and be heard.
As for title of emperor and empress, even the most arrogant independent ruler rarely dares took such title.
